SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Barbara Noel Caldwell of Chicago, who
4passed away on July 28, 2018; and
 
5    WHEREAS, Barbara Caldwell was born in Chicago to the
6Honorable Lewis A.H. and Alice Jarrells Caldwell on March 23,
71937; she spent her childhood scooping ice cream at Roberta's
8Sweet Shop and writing Teen Town Chatter, a weekly column in
9the Chicago Crusader newspaper; she was educated in the Chicago
10Public School System and graduated from Hyde Park High School;
11she attended St. Edmund's Episcopal Church, where she learned
12the principles that guided her life; her firm belief in
13education led her to attend Howard University and then return
14to Chicago, where she earned a Bachelor of Science in Teaching
15from the Chicago Teachers College, now Chicago State
16University; she later earned a master's degree in Inner City
17Studies from Northeastern University; she married Keith Alonzo
18Caldwell on October 22, 1960; and
 
19    WHEREAS, Barbara Caldwell began her career in education in
20the Chicago Public School System at the Alexandre Dumas
21Elementary school, where she implemented a groundbreaking
22Closed Circuit Television education program to bring learning
23to inner-city students; her leadership skills took her to the

1Walt Disney Magnet School, where she became a pod leader in
2their open classroom curriculum;; and
 
3    WHEREAS, Barbara Caldwell served as President of the
4Chicago Teachers Pension & Retirement Fund, where she managed a
5$3.5 million budget; she served her community for many years as
6an active Diamond Life member of Delta Sigma Theta Sorority,
7Inc.; she was a founding member of the LakeShore Chapter of the
8Chicago Links, Inc., The Mother's Club, and the Bronzeville
9Children's Museum; she also served as a board member for
10several organizations; she was a member of St. Mark United
11Methodist Church; and
 
12    WHEREAS, Barbara Caldwell was never shy about speaking up
13for those who were less fortunate, a characteristic she learned
14from her father; she loved life and enjoyed dancing, traveling,
15horseback riding, and dining out; her interests included
16collecting art, decorating her home, and spoiling her
17grandchildren; and
 
18    WHEREAS, Barbara Caldwell was preceded in death by her
19mother; her father; her stepmother, Ruth Stimpson; her sister,
20Phyllis Yvonne; and her first husband, Keith Caldwell, and her
21second husband, Richard Ward; and
 
22    WHEREAS, Barbara Caldwell is survived by her children, Lori

1(Derryle) Caldwell Valentine and Keith Lewis (Sheryl)
2Caldwell; her grandchildren, Derryle Keith Valentine,
3Christopher Caldwell Valentine, Kyra Rene Caldwell, Dorian
4Noel Valentine, and Karson Nicole Caldwell; and her many
5relatives, friends, neighbors, sorority sisters, church, and
6club members; therefore, be it
 
7    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
8ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
9Barbara Noel Caldwell and extend our sincere condolences to her
10family, friends, and all who knew and loved her; and be it
11further
 
12    RESOLVED, That a suitable copy of this resolution be
13presented to the family of Barbara Caldwell as an expression of
14our deepest sympathy.
