SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Joseph F. Philipps, who passed away on
4June 28, 2014; and
 
5    WHEREAS, Joseph Philipps was born in Mineral Point,
6Wisconsin and grew up in St. Paul, Minnesota; and
 
7    WHEREAS, At the age of 16, Joseph Philipps traveled with
8his brother to Chicago to work for a few months at the Century
9of Progress World's Fair from 1933 to 1934; in 1937, he
10returned to Chicago and became an apprentice with Plumbers and
11Pipefitters Union Local 597, a membership he would maintain for
1275 years; and
 
13    WHEREAS, Prior to World War II, Joseph Philipps'
14apprenticeship was interrupted when he enlisted in the United
15States Army, serving his country in the Aleutian Islands; he
16was selected for officer candidate school and promoted to the
17rank of 2nd Lieutenant; he ultimately rose to the rank of
18major, serving as a battery commander in the Coast Artillery
19Corps; and
 
20    WHEREAS, After the war, Joseph Philipps returned to
21Chicago, where he completed his apprenticeship with Local 597

1and worked for a piping company on a project laying pipes for
2Standard Oil of Indiana; when the national chapter of the
3Plumbers and Pipefitters Union wanted to create an instructor
4training program in the early 1950s, he was chosen to serve as
5apprentice and training coordinator and coordinator of the
6apprentice contest held at Purdue University in Indiana; he was
7later assigned to the union's International Training Fund; as
8administrator of the United Association-National Contractors
9Association Training Trust Fund, he managed millions of dollars
10used for training programs; he also served as a field
11representative for the Training Trust Fund, responsible for a
129-state region in the Midwest; he retired from the trust fund
13in 1985; and
 
14    WHEREAS, Joseph Philipps was the recipient of the Francis
15X. McCartin Leadership Award for his years of service to the
16United Association of Journeymen and Apprentices of the
17Plumbing and Pipe Fitting Industry of the United States and
18Canada in 1986; in 2005, he was honored with the Martin P.
19Durkin Lifetime Achievement Award for distinguished
20professionalism and dedication to training in the pipe trades
21industry and for promoting standards of excellence in
22craftsmanship; and
 
23    WHEREAS, Joseph Philipps is survived by 3 children, Barbara
24Hartigan, Joe, and Dorothy; 4 grandchildren; and 5

1great-grandchildren; therefore, be it
 
2    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
3ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his
4family and friends, mourn the passing of Joseph F. Philipps;
5and be it further
 
6    RESOLVED, That a suitable copy of this resolution be
7presented to the family of Joseph Philipps as an expression of
8our sympathy.
