SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Jesse D. Madison of Chicago, who passed
4away on August 8, 2014; and
 
5    WHEREAS, Jesse Madison was born on January 1, 1939 in
6Memphis, Tennessee; he graduated from Manassas High School in
71956 and moved to Chicago where he attended Wilson Junior
8College and Roosevelt University; he received his Bachelor of
9Science in Business Administration, with a major in Accounting,
10in 1969; and
 
11    WHEREAS, Jesse Madison had a career in accounting and
12management which spanned 15 years; he was serving as Deputy
13Director of the Chicago Economic Development Corporation when
14he launched a career in politics when he was elected to the
15Illinois General Assembly as a State Representative in 1974; he
16served 2 terms in the State legislature, and received the 1976
17"Best Legislator" Award from the Independent Voters of
18Illinois; he returned to his management career in 1978, first
19as Executive Director of United Christian Community Services,
20and then as Vice-President of Finance and Administration for
21the Chicago Urban League; and
 
22    WHEREAS, Jesse Madison was appointed by Chicago Mayor

1Harold Washington as his first Commissioner of Consumer
2Services for the City of Chicago; 3 years later, Mayor
3Washington tapped him as the first African-American ever
4appointed to the position of General Superintendent and Chief
5Executive Officer of the Chicago Park District; he was
6successful in guiding the Chicago Park District through a
7massive reorganization designed to professionalize a
8department long mired in patronage abuse, service neglect, and
9political corruption; he served as the Park District's Chief
10Executive Officer until May of 1990; and
 
11    WHEREAS, Jesse Madison was a Board Member of the Illinois
12Prisoner Review Board since 2004; previously, he was a Special
13Assistant to State Senator Emil Jones, Jr., then-President of
14the Illinois Senate; before that he was the President and Chief
15Executive Officer of the Abraham Lincoln Centre, a
16multi-faceted social service organization that operated
17primarily on the south side of Chicago; and
 
18    WHEREAS, Jesse Madison's community activities spanned over
1940 years, and included memberships in the Executive Club of
20Chicago, the Black Executive Directors' Coalition, the
21Illinois Child Welfare Advisory Council, and City Club of
22Chicago; he also served as a commissioner and Chairman of the
23Board of the Illinois African-American Family Commission for
24over 10 years; and

1    WHEREAS, Jesse Madison was preceded in death by his
2parents, Rev. and Mrs. Walter Madison, Sr., and 2 brothers,
3Earnest and Walter, Jr.; and
 
4    WHEREAS, Jesse Madison is survived by his wife of 54 years,
5Frances; 2 daughters, Shanlynn Broaders (Woodrow) and Tracey
6Sanders (Darren); 2 granddaughters, Brittany Broaders and Bria
7Broaders; one grandson, Jalen Sanders; and his siblings, Eugene
8Madison (Ethel), Elsie Newton, and Edna Wiggins (Barry);
9therefore, be it
 
10    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
11ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
12Jesse D. Madison, and extend our sincere condolences to his
13family, friends, and all who knew and loved him; and be it
14further
 
15    RESOLVED, That a suitable copy of this resolution be
16presented to the family of Jesse Madison as an expression of
17our deepest sympathy.
