SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened at
3the death of Richard "Rich" C. Bowman of Monticello, who passed
4away on September 12, 2013; and
 
5    WHEREAS, Richard Bowman was born in Urbana on January 4,
61964 to William and Patricia (nee Kelley) Bowman; he graduated
7from Centennial High School and earned his associate degree in
8applied science with a major in criminal justice from Parkland
9Community College; he served in the United States Army as a
10policeman from 1994 to 1996, earning several marksmanship
11badges; he married Tracy Hand on September 25, 2010 in
12Monticello; and
 
13    WHEREAS, Richard Bowman served as the Monticello Deputy
14Chief of Police; he was also a Master Control Tactics
15Instructor at the University of Illinois Police Training
16Institute; he received many awards and achieved many
17accomplishments throughout life, and the one he was most proud
18of was graduating from Illinois Law Enforcement Training to
19become a police officer; and
 
20    WHEREAS, Richard Bowman enjoyed fishing, hunting, watching
21UFC fights, and riding his Harley-Davidson motorcycle; and

1    WHEREAS, Richard Bowman was preceded in death by his
2grandparents; and
 
3    WHEREAS, Richard Bowman is survived by his wife, Tracy; his
4daughter, Lacee Cruson; step-son, Michael Bingham; mother, Pat
5Kelley; father, William Bowman; sister, Michelle (Paul)
6Giberson, and their son, Tyler; and step-sister, Krickett
7Kelley; therefore, be it
 
8    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
9ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
10Richard "Rich" C. Bowman, and extend our sincere condolences to
11his family, friends, and all who knew and loved him; and be it
12further
 
13    RESOLVED, That a suitable copy of this resolution be
14presented to the family of Richard Bowman as an expression of
15our deepest sympathy.
