SENATE JOINT RESOLUTION NO. 67

 
2    WHEREAS, The earliest American settlements in Illinois
3were located in the American Bottoms in present day St. Clair,
4Monroe, and Randolph counties; and
 
5    WHEREAS, Transportation and communication was facilitated
6by the Mississippi, Ohio, and Kaskaskia rivers, but improvement
7in land transportation was fundamental for Illinois to develop;
8and
 
9    WHEREAS, Old Native American trails, originally buffalo
10traces and deer paths, were used by trappers and settlers
11during the earliest periods of exploration; and
 
12    WHEREAS, The first mention of the Kaskaskia-Cahokia Trail
13was by French trappers in 1725, making it the oldest road in
14the State of Illinois; and
 
15    WHEREAS, In the early days of the Republic, the
16Kaskaskia-Cahokia Trail linked locations such as the Cahokia
17Courthouse, Holy Family Church, the Jarrot Mansion, Piggot's
18Fort, Whiteside Station, Bellefontaine House, Fort de
19Chartres, the Pierre Menard Home, Fort Kaskaskia, Immaculate
20Conception Church, and the Liberty Bell of the West in the
21Village of Kaskaskia (the first Illinois State Capital) - many

1of which are maintained today by the Illinois Historic
2Preservation Agency as historic sites of State and even federal
3significance; and
 
4    WHEREAS, In 1917, the St. Clair-Monroe County Good Roads
5League decided that the Kaskaskia-Cahokia Trail should be
6marked with signs depicting a representational Native American
7head with the words "Kaskaskia Trail", but these signs were
8never installed; and
 
9    WHEREAS, The 1917 edition of the official State highway map
10designated the Kaskaskia-Cahokia Trail, but that designation
11was left off editions published after 1922; and
 
12    WHEREAS, Nearly a century later in 2000, Landmarks Illinois
13cited the Kaskaskia-Cahokia Trail as one of the "Ten Most
14Historic Places in Illinois" and called for a concerted effort
15to identify and designate the route before all traces would be
16lost; and
 
17    WHEREAS, Today, community leaders from Monroe, Randolph,
18and St. Clair counties have formed a coalition to identify,
19designate, and promote the Kaskaskia-Cahokia Trail; and
 
20    WHEREAS, In 2013, this cooperative effort won statewide
21recognition from Landmarks Illinois and endorsement from local

1cities, villages, and counties; and
 
2    WHEREAS, Designation by the State of the Kaskaskia-Cahokia
3Trail as a Scenic and Historic Route will preserve a key
4element of the State's history and provide opportunities to
5promote heritage tourism; therefore, be it
 
6    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
7ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
8CONCURRING HEREIN, that the Kaskaskia-Cahokia Trail Scenic and
9Historic Route is designated as follows:
10    (1) from the Cahokia Courthouse south on Elm Street to West
11    2nd Street in Cahokia;
12    (2) along West 2nd Street to Water Street;
13    (3) along Water Street to North Main Street in Dupo;
14    (4) along North Main Street to South Main Street;
15    (5) along South Main Street to Old State Route 3 into
16    Monroe County;
17    (6) along Old State Route 3 to Ghent Road in Columbia;
18    (7) along Ghent Road to North Main Street;
19    (8) along South Main Street to Illinois State Route 3;
20    (9) along Illinois State Route 3 to North Market Street in
21    Waterloo;
22    (10) along North Market Street to Columbia Avenue;
23    (11) along Columbia Avenue to North Main Street;
24    (12) along North Main Street to South Main Street;

1    (13) along South Main Street to Hoener Street;
2    (14) along Hoener Street to South Church Street;
3    (15) along South Church Street to Debra Lane;
4    (16) along Debra Lane to Elaine Drive;
5    (17) along Elaine Drive to Cathy Drive;
6    (18) along Cathy Drive to South Library Street;
7    (19) along South Library Street to Illinois State Route 3;
8    (20) along Illinois State Route 3 to Kaskaskia Road;
9    (21) along Kaskaskia Road to Stringtown Road;
10    (22) along Stringtown Road to Illinois State Route 155 in
11    Randolph County;
12    (23) along Illinois State Route 155 to Henry Street in
13    Prairie du Rocher;
14    (24) along Henry Street to Market Street;
15    (25) along Market Street to Bluff Street;
16    (26) along Bluff Street to Bluff Road;
17    (27) along Bluff Road to Lock & Dam Road in Modoc;
18    (28) along Lock & Dam Road to the Confluence Heritage Area;
19    and
20    (29) into the Village of Kaskaskia; and be it further
 
21    RESOLVED, That the Illinois Department of Transportation
22and units of local government that maintain any portions of the
23above designated Kaskaskia-Cahokia Trail Scenic and Historic
24Route are requested to erect at suitable locations on their
25respective portions of the route, consistent with State and

1federal regulations, plaques or signs giving notice of the
2designation; and be it further
 
3    RESOLVED, That the Illinois Historic Preservation Agency
4and the Illinois Office of Tourism are requested to post the
5Kaskaskia-Cahokia Trail Scenic and Historic Route's location
6on their Agency websites; the Illinois Office of Tourism is
7further requested to produce and distribute brochures and other
8related materials that will make the route known to the public;
9and be it further
 
10    RESOLVED, That suitable copies of this resolution be
11delivered to the Illinois Secretary of Transportation, the
12Illinois Historic Preservation Agency, the Illinois Office of
13Tourism, and each of the local governments having jurisdiction
14over any portion of the route.
