SENATE JOINT RESOLUTION

 
2    WHEREAS, In 2010, the State of Illinois enacted a new set
3of pension benefits for public employees in State-funded
4pension systems; and
 
5    WHEREAS, Public employees hired after January 1, 2011 are
6commonly referred to as "Tier 2" members; and
 
7    WHEREAS, These Tier 2 members include faculty and
8professional staff at institutions of higher education
9throughout the State of Illinois; and
 
10    WHEREAS, These university faculty and professional staff
11do not receive Social Security and many pension experts believe
12that these Tier 2 benefits do not provide a pension that is at
13least equal to that federal program; and
 
14    WHEREAS, It is essential that the State of Illinois provide
15a benefit and pay package that will attract the most talented
16and ambitious university faculty and professional staff in the
17country to our institutions of higher education; and
 
18    WHEREAS, These benefits have been in effect for newly hired
19university faculty and professional staff for over 2 years,
20with no study of how this has impacted recruitment and

1retention in institutions of higher education in Illinois; and
 
2    WHEREAS, It is appropriate for the General Assembly to
3study the impact of these benefits on the State's ability to
4provide the best university faculty and professional staff for
5our students; therefore, be it
 
6    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
7ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
8CONCURRING HEREIN, that the "University Faculty and
9Professional Staff Recruiting and Retention Task Force" is
10created to study the impact of Tier 2 pension benefits on the
11ability of institutions of higher education to recruit and
12retain university faculty and professional staff to our
13institutions of higher education; and be it further
 
14    RESOLVED, That the Task Force shall consist of one member
15appointed by the Governor, who shall serve as chair of the Task
16Force; 2 members of the House of Representatives appointed by
17the Speaker of the House; 2 members of the House of
18Representatives appointed by the Minority Leader of the House;
192 members of the Senate appointed by the President of the
20Senate; 2 members of the Senate appointed by the Minority
21Leader of the Senate; one member from the University of
22Illinois appointed by the Board of Trustees; 2 members from 2
23other public four-year universities appointed by their boards

1of trustees or equivalent; one member appointed from Illinois
2Community Colleges; and 2 members appointed each from separate
3unions representing university faculty and professional staff;
4and be it further
 
5    RESOLVED, That the Task Force shall be provided technical
6and staffing support by the Commission on Government and
7Financial Accountability; and be it further
 
8    RESOLVED, That the State Universities Retirement System
9shall provide all necessary support to the Task Force in
10coordination with COGFA; and be it further
 
11    RESOLVED, That the Task Force shall report its findings to
12the Governor and the General Assembly on or before January 1,
132014.
