SYNOPSIS AS INTRODUCED:

New Act

Creates the State Administrative Fee Freeze Act. Provides that no fee imposed by a State agency by rule may be increased. Exempts fees or rates imposed by the Illinois Commerce Commission through its hearing process. Repeals the Act on July 1, 2016. Effective July 1, 2014.

A BILL FOR

AN ACT concerning responsible State fees.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 1. Short title. This Act may be cited as the State Administrative Fee Freeze Act.

Section 5. Freeze. Except as otherwise provided in this Act, no fee imposed by a State agency by rule may be increased. "State agency" has the meaning provided in Section 1-7 of the Illinois State Auditing Act.

Section 10. Applicability. This Act does not apply to fees or rates imposed by the Illinois Commerce Commission through its hearing process.

Section 15. Repeal. This Act is repealed on July 1, 2016.

Section 99. Effective date. This Act takes effect July 1, 2014.
