SYNOPSIS AS INTRODUCED:

720 ILCS 5/24-2.3 new

Amends the Criminal Code of 2012. Creates the offense of unlawful use of a three-dimensional printer to create a firearm. Provides that a person commits the offense when he or she uses a three-dimensional printer to create a firearm, or any piece or part of a firearm, unless the person possesses a license to manufacture firearms under the federal Gun Control Act of 1968. Provides that a violation is a Class A misdemeanor.

AN ACT concerning criminal law.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Criminal Code of 2012 is amended by adding Section 24-2.3 as follows:

(720 ILCS 5/24-2.3 new)

Sec. 24-2.3. Unlawful use of a three-dimensional printer to create a firearm.

(a) As used in this Section, "three-dimensional printer" means a computer-driven machine capable of producing a three-dimensional object from a digital model.

(b) A person commits unlawful use of a three-dimensional printer to create a firearm when he or she uses a three-dimensional printer to create a firearm, or any piece or part of a firearm, unless the person possesses a license to manufacture firearms under subsection (a) of Section 923 of the federal Gun Control Act of 1968 (18 U.S.C. 923(a)).

(c) Sentence. Unlawful use of a three-dimensional printer to create a firearm is a Class A misdemeanor.
