1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5adding Section 85 as follows:
 
6    (110 ILCS 305/85 new)
7    Sec. 85. Priority enrollment; service member or veteran.
8    (a) For the purposes of this Section:
9    "Service member" means a resident of this State who is a
10member of any component of the U.S. Armed Forces, including any
11reserve component, or the National Guard of any state, the
12District of Columbia, a commonwealth, or a territory of the
13United States and who is eligible to receive military
14educational benefits.
15    "Veteran" means a resident of this State who was a service
16member and who has received an honorable discharge, a general
17discharge, or an other than honorable discharge.
18    (b) The Board of Trustees shall give the earliest possible
19enrollment opportunity that the University offers to a service
20member or veteran.
21    (c) The priority enrollment provided pursuant to this
22Section shall apply to enrollment for all degree and
23certificate programs offered by the University after the

1student's eligibility to receive benefits has been verified by
2the University.
 
3    Section 10. The Southern Illinois University Management
4Act is amended by adding Section 70 as follows:
 
5    (110 ILCS 520/70 new)
6    Sec. 70. Priority enrollment; service member or veteran.
7    (a) For the purposes of this Section:
8    "Service member" means a resident of this State who is a
9member of any component of the U.S. Armed Forces, including any
10reserve component, or the National Guard of any state, the
11District of Columbia, a commonwealth, or a territory of the
12United States and who is eligible to receive military
13educational benefits.
14    "Veteran" means a resident of this State who was a service
15member and who has received an honorable discharge, a general
16discharge, or an other than honorable discharge.
17    (b) The Board shall give the earliest possible enrollment
18opportunity that the University offers to a service member or
19veteran.
20    (c) The priority enrollment provided pursuant to this
21Section shall apply to enrollment for all degree and
22certificate programs offered by the University after the
23student's eligibility to receive benefits has been verified by

1    Section 15. The Chicago State University Law is amended by
2adding Section 5-180 as follows:
 
3    (110 ILCS 660/5-180 new)
4    Sec. 5-180. Priority enrollment; service member or
5veteran.
6    (a) For the purposes of this Section:
7    "Service member" means a resident of this State who is a
8member of any component of the U.S. Armed Forces, including any
9reserve component, or the National Guard of any state, the
10District of Columbia, a commonwealth, or a territory of the
11United States and who is eligible to receive military
12educational benefits.
13    "Veteran" means a resident of this State who was a service
14member and who has received an honorable discharge, a general
15discharge, or an other than honorable discharge.

2by adding Section 10-180 as follows:
 
3    (110 ILCS 665/10-180 new)
4    Sec. 10-180. Priority enrollment; service member or
5veteran.
6    (a) For the purposes of this Section:
7    "Service member" means a resident of this State who is a
8member of any component of the U.S. Armed Forces, including any
9reserve component, or the National Guard of any state, the
10District of Columbia, a commonwealth, or a territory of the
11United States and who is eligible to receive military
12educational benefits.
13    "Veteran" means a resident of this State who was a service
14member and who has received an honorable discharge, a general
15discharge, or an other than honorable discharge.
16    (b) The Board shall give the earliest possible enrollment
17opportunity that the University offers to a service member or
18veteran.

1    (a) For the purposes of this Section:

17student's eligibility to receive benefits has been verified by
18the community college.
