SYNOPSIS AS INTRODUCED:
 
30 ILCS 500/15-40 new

    Amends the Illinois Procurement Code. Provides that each chief procurement officer shall develop a qualification process for all vendors bidding on any contract within his or her jurisdiction. Provides that once qualified, the vendor shall be qualified to bid on any contract within the jurisdiction of that chief procurement officer for 12 months following the date of qualification. Further provides that a vendor must submit an affidavit stating that the vendor shall immediately disclose any material change to certifications, disclosures, registrations, and other required documents submitted to by the vendor for 12 months following the date of qualification, and must provide those materials with each subsequent bid or requalify. Effective immediately.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Procurement Code is amended by
5adding Section 15-40 as follows:
 
6    (30 ILCS 500/15-40 new)
7    Sec. 15-40. Vendor qualifications.
8    (a) Each chief procurement officer shall, in consultation
9with the agencies under his or her jurisdiction and the
10Procurement Policy Board, develop a qualification process for
11all vendors bidding on any contract within the jurisdiction of
12the chief procurement officer. The qualification process shall
13be available to vendors as a part of bidding, and to
14prospective vendors as a pre-qualification prior to bidding, on
15any contract within the jurisdiction of that chief procurement
16officer.
17    (b) In addition to complying with all other statutory
18requirements, the qualification process shall provide that:
19        (1) once a vendor has initially qualified, whether
20    through bidding or pre-qualification, that vendor shall be
21    qualified to bid on any contract within the jurisdiction of
22    that chief procurement officer for 12 months following the
23    date of qualification;

1        (2) the vendor shall submit an affidavit stating that
2    the vendor shall immediately disclose any material change
3    to the certifications, disclosures, registration, and any
4    other documents or information required by the
5    qualification process for 12 months following the date of
6    qualification; and
7        (3) the vendor shall either submit, for 12 months
8    following the date of qualification, all material required
9    to be disclosed under paragraph (2) with each future bid,
10    or requalify under this Section.
 
11    Section 99. Effective date. This Act takes effect upon
12becoming law.
