1 HOUSE RESOLUTION

2     WHEREAS, On November 29, 2012, Governor Quinn and the
3 Department of Human Services announced that all of the
4 residents of the Jacksonville Developmental Center had been
5 transitioned to other care settings; and

6     WHEREAS, The process of moving the 181 residents out of the
7 Jacksonville Developmental Center began in April of 2012; and

8     WHEREAS, One hundred and three of the residents were
9 transferred into Community Integrated Living Arrangements with
10 4 beds or less, while 5 residents were placed in Community
11 Integrated Living Arrangements with 5 beds or more, 17
12 residents were placed in Intermediate Care Facilities for
13 Persons with Developmental Disabilities, one resident was
14 placed in home-based services, one resident was moved to a
15 State Operated Mental Health Facility, and 53 residents were
16 transferred to State Operated Developmental Centers; and

17     WHEREAS, The Department of Human Services has commissioned
18 the University of Illinois at Chicago to complete a
19 comprehensive study of the closure of the Jacksonville
20 Developmental Center; and

21     WHEREAS, The Department of Human Services has not provided

1 any evidence that the closure of the Jacksonville Developmental
2 Center was successful or in the best interest of those who
3 called the Jacksonville Developmental Center home; and

4     WHEREAS, The Department of Human Services has not released
5 the complete study of the Jacksonville Developmental Center
6 closure to the General Assembly; therefore, be it

7     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8 NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9 we urge the Governor and the Department of Human Services to
10 complete and release the complete comprehensive study of the
11 closure of the Jacksonville Developmental Center to the General
12 Assembly; and be it further

13     RESOLVED, That we urge the Governor to stop the closure
14 process of the Warren G. Murray Developmental Center until the
15 complete study can be reviewed; and be it further

16     RESOLVED, That suitable copies of this resolution be
17 delivered to the Governor and the Secretary of Human Services.
