HOUSE RESOLUTION

 
2    WHEREAS, The State of Illinois has more than $5,000,000,000
3in unpaid bills and a cumulative financial deficit as of June
430, 2013 of $47,800,000,000 as reported by the Auditor
5General's FY'13 Comprehensive Annual Financial Report; and
 
6    WHEREAS, The citizens of Illinois deserve explanations as
7to how their money is spent and where it goes; and
 
8    WHEREAS, The Illinois House of Representatives is aware
9that substantial sums of money within the overall State budget
10are not spent directly by the State but are transferred, in the
11form of grants, to non-State entities that then spend the
12money; and
 
13    WHEREAS, The Illinois House of Representatives believes
14that the people of the State are not fully aware of the size
15and scale of Illinois's grants to non-State enterprises;
16therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19we request the Auditor General provide a complete list of the
20grant programs operated by the State in FY'13, which includes
21the amount of money contained in each grant, the legal name of

1the recipient of each grant, the mailing address of the
2recipient of each grant, and the purpose, if any, agreed upon
3by the grant-making agency and the recipient of each grant, for
4which the money will be spent; and be it further
 
5    RESOLVED, That the Auditor General is directed to seek the
6cooperation of all of the grant-making entities of the State to
7which sums of money are appropriated to from State funds; and
8be it further
 
9    RESOLVED, That the compiled list shall be presented, no
10later than May 15, 2014, to Governor Pat Quinn, Speaker of the
11House Michael Madigan, Senate President John Cullerton, Senate
12Minority Leader Christine Radogno, and House Minority Leader
13Jim Durkin; and be it further
 
14    RESOLVED, That a copy of this resolution be presented to
15Auditor General William G. Holland.
