HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate the Honorable Fred
4L. Foreman on the occasion of his retirement as Chief Judge of
5Lake County; and
 
6    WHEREAS, Judge Foreman has an extensive employment history
7within the legal community; he served as Assistant Lake County
8Public Defender from 1974 to 1976, Assistant Lake County States
9Attorney from 1976-1979, solo practitioner in Lake County from
101979-1980, States Attorney for Lake County from 1980 to 1990,
11United States Attorney of Lake County for the Northern District
12of Illinois from 1990 to 1993, senior partner at Freeborn &
13Peters from 1993 to 2004, Circuit Judge Lake County from 2004
14to present, Deputy Chief Judge from 2007 to 2008, Presiding
15Judge Felony Division from 2008 to 2010, Acting Chief Judge
16from 2010 to 2011, Chief Judge Elect from 2011 to 2012, and
17Chief Judge from 2012 to 2014; and
 
18    WHEREAS, Judge Foreman has been involved in numerous
19professional associations; he has been involved with Leading
20Lawyers of Illinois, the Illinois State Bar Association
21(Assembly Member), the Chicago Bar Association, the Federal Bar
22Association, the Lake County Bar Association (Board of
23Directors), Jefferson Inn of Lake County (President, Board of

1Directors), the American Bar Association (Criminal Justice
2Council), the Wisconsin State Bar Association, the National
3District Attorney's Association (Treasurer, President,
4Chairman of the Board), the National Association of Former U.S.
5Attorneys (Board of Directors), the Distinguished Faculty
6National College of District Attorneys Houston, Texas Bates
7College of Law, the Illinois States Attorneys Association (past
8President), the United States Attorney General's Appointee to
9the Executive Working Group, the Supreme Court of Illinois
10Appointment to the Committee on Pattern Jury Instructions in
11Criminal Cases, the Governor's Appointment to the Illinois
12Criminal Justice Information Authority, the House Speaker's
13Appointment to the Illinois Sentencing Commission, the
14Governor's Appointment as Chairman to the Department of
15Corrections Committee on Detention Standards, the Near North
16National Group (past Chairman of the Board), the Illinois
17Judges Association (Board of Directors, the Illinois Judges
18Foundation (Board of Directors), and the Illinois Supreme Court
19Appointment to the 2010 Education Conference; and
 
20    WHEREAS, Judge Foreman has been a part of many community
21organizations; he has been on the Board of Directors of the
22National Commission on Correctional Healthcare, the United Way
23of Lake County, the Boy Scouts of America, The Lambs Farm, the
24YMCA, Carroll College in Waukesha, Wisconsin, and the American
25Prosecutors Research Institute; he has served as President of

1the Lake County Republican Federation and been an elected
2delegate to the Republican National Convention in 1984 and
31988; and
 
4    WHEREAS, Judge Foreman has published legal writings
5through the Distinguished Faculty National College of District
6Attorney Bates College of Law, the University of Houston, and
7the College of Lake County; he has lectured at the National
8College of District Attorney's Advocacy on Management, Ethics,
9and Administration; and
 
10    WHEREAS, Judge Foreman has been married for 42 years; he
11has one son and 3 grandchildren and resides in Lake County and
12Door County, Wisconsin; he was born in 1948 and received his
13Bachelor of Science and Bachelor of Arts in 1971 from Carroll
14College in Waukesha, Wisconsin and his Juris Doctor from The
15John Marshall Law School in 1974; he was admitted to the State
16of Illinois Bar in 1974, the United States Court of
17Appeals-Seventh Circuit in 1974, the United States Supreme
18Court Bar in 1981, and the State of Wisconsin Bar in 1997;
19therefore, be it
 
20    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
21NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
22we congratulate the Honorable Fred L. Foreman on his retirement
23as Chief Judge of Lake County; and be it further

1    RESOLVED, That a suitable copy of this resolution be
2presented to Judge Foreman as an expression of our esteem
3respect.
