HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives would like to congratulate Lieutenant Colonel
4Terry Lemming on his much deserved and earned retirement from
5the Illinois State Police on December 31, 2013; and
 
6    WHEREAS, Lt. Col. Terry Lemming began his career with the
7Illinois State Police with his appointment to Cadet Class #84
8on August 21, 1989; and
 
9    WHEREAS, After graduating from the academy, Lt. Col. Terry
10Lemming was assigned to District 15 patrol; in December of
111992, he was promoted to the rank of Special Agent with an
12assignment to the Division of Criminal Investigation; he later
13transferred to the General Investigation division in District
1421; in August of 1997, he was promoted to the rank of Sergeant;
15in July of 1998, he was transferred to District 2
16investigations and assigned to the DuPage County Metropolitan
17Enforcement Group; in May of 1999, he was transferred to the
18Lake County Metropolitan Enforcement Group; in August of 1999,
19he was promoted to the rank of Master Sergeant and became
20Commander of Lake County Metropolitan Enforcement Group, where
21he served for several years; and
 
22    WHEREAS, In October of 2005, Lt. Col. Terry Lemming was

1promoted to the rank of Lieutenant and appointed to serve as a
2Statewide Drug and Gun Enforcement Coordinator; in 2008, he was
3promoted to the rank of Captain and became an Investigative
4Zone 1 Commander; he was later appointed to serve as a Region
5II Commander; in 2009, he attended the Federal Bureau of
6Investigation's National Academy and was appointed to serve as
7a Region I Commander; as Region I Commander and vice-chairman
8of transportation during the Chicago NATO Summit in May 2012,
9he was responsible for 700 State policemen and the protection
10of world dignitaries attending the Chicago NATO Summit; and
 
11    WHEREAS, On July 1, 2012, Lt. Col. Terry Lemming was
12appointed to the rank of Lieutenant Colonel within the Division
13of Operations, where he has overseen field operations for the
14Illinois State Police, including all 21 patrol districts and 7
15investigative zones; and
 
16    WHEREAS, In October of 2011, Lt. Col. Terry Lemming was
17honored by Lemont Police Chief Kevin Shaughnessy for his
18actions while off-duty; while working a secondary job at a
19residential treatment center, he saved the life of a distraught
20patient who attempted to drown herself in a nearby retention
21pond; and
 
22    WHEREAS, Prior to joining the Illinois State Police, Lt.
23Col. Terry Lemming served as a police officer in Western

1Springs - Burbank; he earned a Master of Arts in Law
2Enforcement Administration from Western Illinois University;
3and
 
4    WHEREAS, Lt. Col. Terry Lemming served as an advocate for
5the safety of undercover drug officers through his work on
6Public Act 97-0846, which gives undercover drug officers the
7ability to eavesdrop on drug investigations with approval of
8the State's Attorney; and
 
9    WHEREAS, Lt. Col. Terry Lemming will undoubtedly enjoy his
10retirement by spending time with his family, including his
11wife, Cammie, his sons, Luke, Matt, and Jake, and his daughter,
12Holly, and by enjoying his avid interest of building
13motorcycles; therefore, be it
 
14    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
16we congratulate Lieutenant Colonel Terry Lemming on his
17outstanding career and his much deserved retirement; and be it
18further
 
19    RESOLVED, That a suitable copy of this resolution be
20presented to Lt. Col. Terry Lemming as a symbol of our respect
21and esteem.
