HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate George S. Rudis on
4the occasion of his retirement after 37 years of distinguished
5service with the Department of Public Health, the last 21 years
6as Assistant Deputy Director in the Office of Finance and
7Administration; and
 
8    WHEREAS, George S. Rudis has functioned admirably as a jack
9of all trades for 9 directors of the Department of Public
10Health as demonstrated by his innate ability to handle various
11assignments during his nearly 4 decades serving the public's
12health, including stints as the Chief of Division of Vital
13Records for the past 11 years, the Chief of the State/Local
14Liaison Unit for more than 20 years, the Acting Chief of
15Information Technology, the Acting Chief of Accounting
16Services, the Edwardsville Regional Health Officer, the Chief
17of chronic disease programs, and as a sexually transmitted
18disease investigator; before working for the State, he was the
19Assistant Director of the Springfield City Health Department;
20and
 
21    WHEREAS, George S. Rudis has, for nearly 3 decades,
22provided invaluable service and expert counsel to local health
23departments, boards of health and county boards, and advocated

1for bringing State and local health department together to work
2for common goals; he was instrumental in the formation of 28
3local health departments throughout the State, which have
4helped guarantee people live healthier lives by ensuring the
5safety of the water we drink, the food we eat, and the air we
6breathe; and
 
7    WHEREAS, George S. Rudis was the Deputy State Registrar
8when landmark legislation was passed in 2010 (P.A. 96-0895) to
9allow the release of an adopted person's original birth
10certificate, and through his diligence and that of his staff,
11has issued nearly 10,000 original birth certificates to
12adoptees, that in turn have led to many heartfelt reunions of
13adoptees and their birth parents; and
 
14    WHEREAS, George S. Rudis has had many professional
15accomplishments during his career in public health, including
16President of the Illinois Public Health Association, President
17of the American Lung Association and long-time board member,
18President of the Association of State and Territorial Local
19Health Liaison Officials, Management Committee of the
20Association of State and Territorial Health Officials, Program
21Committee of the National Association of Local Boards of
22Health, Chair of the Advisory Committee on Re-Accreditation of
23the Masters of Public Health Program at the University of
24Illinois at Urbana-Champaign, Adjunct Lecturer for the

1University of Illinois at Urbana-Champaign, Co-Chair of the
2Illinois Accreditation Task Force for the Illinois Public
3Health Institute, member of the Public Health Practitioner
4Certification Board, and Peer Reviewer for the Michigan Public
5Health Institute/Michigan Department of Community Health; and
 
6    WHEREAS, George S. Rudis received his Bachelor of Science
7in Health Education from Western Illinois University, where he
8met his wife, Debbie, and his Master of Arts in Health Services
9Administration from the University of Illinois at Springfield;
10he became a Certified Public Health Administrator by the
11Illinois Public Health Administrator Certification Board in
12Chicago and was named a Fellow by the Mid-America Regional
13Public Health Leadership Institute at the University of
14Illinois at Chicago, School of Public Health; therefore, be it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17we congratulate George S. Rudis on the occasion of his
18retirement after many years of distinguished service with the
19Department of Public Health, and wish him the best in all his
20future endeavors; and be it further
 
21    RESOLVED, That a suitable copy of this resolution be
22presented to George S. Rudis as an expression of our esteem and
23respect.
