HOUSE RESOLUTION

 
2    WHEREAS, The State of Illinois currently has approximately
3600,655 unemployed workers; and
 
4    WHEREAS, The national unemployment rate has steadily
5declined over the past year; during this time, the unemployment
6rate in the State of Illinois has increased to 8.2%; and
 
7    WHEREAS, The Employment of Illinois Workers on Public Works
8Act was amended in 2010 by Public Act 96-929 to allow for its
9implementation by the Department of Labor; and
 
10    WHEREAS, The implementation of the Employment of Illinois
11Workers on Public Works Act will ensure that Illinois residents
12are being employed on projects using public dollars, helping
13decrease unemployment in the State; and
 
14    WHEREAS, In order to implement and enforce the Employment
15of Illinois Workers on Public Works Act, a study should be
16conducted to validate claims that employing Illinois residents
17for public works projects will decrease the rate of
18unemployment in the State; and
 
19    WHEREAS, The Department of Labor has the responsibility to
20use any means available to enforce the laws passed by the

1General Assembly; therefore, be it
 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4the Department of Labor shall conduct a study, as soon as
5practicably possible, on the impact that the Employment of
6Illinois Workers on Public Works Act will have on unemployment
7in the State and assemble any other relevant information
8regarding the Employment of Illinois Workers on Public Works
9Act and its impact on the State; and be it further
 
10    RESOLVED, That the Department of Labor may collect any data
11necessary from local municipalities to conduct such a study;
12and be it further
 
13    RESOLVED, That a suitable copy of this resolution be
14presented to the Department of Labor.
