HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Lester
4Foster of Chicago, who passed away on July 17, 2013; and
 
5    WHEREAS, Lester Foster was born in Chicago on March 27,
61958, to LeeAther and Bonnie Foster; he graduated in 1976 from
7Von Stuben High School, where he excelled in his studies and
8distinguished himself on the basketball court; he earned his
9Bachelor of Arts in Criminal Justice from Aurora University in
101980, and while there received the Young, Gifted and Black
11Award and was named to the Four-Year Varsity Letterman Club for
12basketball; he received his Masters of Science in Business
13Management in 1984; and
 
14    WHEREAS, After finishing his education, Lester Foster
15became the first African-American administrator for Aurora
16University; during his tenure there, he served as Head of
17Student Housing, Head of Campus Security, Minority Student
18Recruiter, Associate Dean of Students, Assistant Financial Aid
19Director, and assistant coach to the men's and women's
20basketball team; and
 
21    WHEREAS, On April 16, 1986, Lester Foster became initiated
22into the Iota Nu Sigma Graduate Chapter of Phi Beta Sigma

1Fraternity, Incorporated; later that year, he chartered the Pi
2Omicron Undergraduate Chapter on the campus of Aurora
3University, and in 1987 he chartered the Iota Phi Sigma
4Graduate Chapter; in 2006, he received the Academic Achievement
5Award from the Black Student Association to honor his
6commitment throughout the years to Aurora University; and
 
7    WHEREAS, Lester Foster held many positions with a host of
8companies throughout the years; his most recent position was
9Vice-President of Business Development/Practice Leader at
10Sedgwick CMS, where his focus was on government and public
11entities; in 2012, he was awarded the Community Treasures Award
12by the African-American Employees Committee of Cook County; and
 
13    WHEREAS, Lester Foster married the love of his life,
14Veronica Maclin on December 24, 2001; and
 
15    WHEREAS, Lester Foster was an active member at Progressive
16Community Center, the People's Church and served on the Deacon
17Board and as Chairman of the Finance Committee; he enjoyed
18playing sports and watching Westerns and was affectionately
19known as "Peanut" since he was a child; and
 
20    WHEREAS, Lester Foster was preceded in death by his parents
21and by his 2 brothers, Charlie and Derrick; and

1    WHEREAS, Lester Foster is survived by his wife; his
2daughter, Monique Foster; his sons, Marcus (Emily) and
3Marcelles Foster; his sisters, Annette (the late Harry) Silas,
4Dorene (Anthony) Harris, and Pamela (LaVoya) Kerr; his special
5brother, James (Lisa) Marcel; and a host of aunts, uncles,
6nieces, nephews, God-children, other family, and treasured
7friends; therefore, be it
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
9NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
10we mourn the passing of Lester Foster and extend our sincere
11condolences to his family, friends, and all who knew and loved
12him; and be it further
 
13    RESOLVED, That a suitable copy of this resolution be
14presented to the family of Lester Foster as an expression of
15our deepest sympathy.
