HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Dr. Sandra Westbrooks on
4the occasion of her retirement as Provost and Senior Vice
5President of Academic Affairs of Chicago State University; and
 
6    WHEREAS, Dr. Sandra Westbrooks earned her bachelor's and
7master's degrees in elementary education from Eastern Illinois
8University and her doctorate in reading and language arts from
9Indiana State University; and
 
10    WHEREAS, With more than 25 years administrative experience
11in higher education, including 20 years tenure at Chicago State
12University, Dr. Sandra Westbrooks oversees approximately 320
13faculty and academic programs for more than 6,000 students
14enrolled in 61 undergraduate and graduate programs at CSU; as
15part of her position, she serves as the academic and
16administrative leader for the Colleges of Arts and Sciences,
17Business, Education, Health Sciences, Pharmacy, and Continuing
18Education, as well as the Honors College, the School of
19Graduate and Professional Studies, and the University Library;
20and
 
21    WHEREAS, Dr. Sandra Westbrooks is charged with the general
22supervision of the Division of Academic Affairs and the

1development and implementation of all academic policies at CSU;
2in this capacity, she ensures the quality of programs of
3instruction and research, the review and approval of all
4academic programs, student learning in undergraduate and
5graduate education, the appointment, promotion, and
6compensation of all faculty, and the development and
7implementation of all academic policies; her focus is to
8implement programs and provide resources that advance the
9faculty's professional development with the goal of providing
10an improved learning experience for students; and
 
11    WHEREAS, Prior to becoming Provost in 2008, Dr. Sandra
12Westbrooks served in the roles of Dean and Assistant Dean of
13the College of Education at Chicago State University for 10
14years; she also served as Assistant Provost and Dean of Student
15Development at Chicago State University, as Assistant Vice
16Chancellor for Academic Affairs for the Illinois Board of
17Governors of State Colleges and Universities System, as Board
18of Governors Administrative Fellow, Assistant to the Provost at
19Governors State University, and as a member of the faculty in
20the Department of Elementary Education and Student Teaching at
21Eastern Illinois University; and
 
22    WHEREAS, Dr. Sandra Westbrooks has been involved in key
23leadership roles of various educational institutions; she has
24been Chairperson for the Illinois Association of Deans of

1Public Colleges of Education, the Council of Chicago Area Deans
2of Education, the Fresh Start Governing Board for Chicago
3Public Schools, and the Chicago Teachers Union; she has also
4served terms as President and Vice President for the Alumni
5Association of Eastern Illinois University; and
 
6    WHEREAS, Dr. Sandra Westbrooks has a passion for reading
7and language arts; in addition to grant writing activities, she
8has obtained official posts on numerous State, professional,
9and community boards; she has also earned both professorial
10rank and tenure at Eastern Illinois University and Chicago
11State University; and
 
12    WHEREAS, Dr. Sandra Westbrooks serves as a model of hard
13work, integrity, and dedication for the people of the State of
14Illinois; therefore, be it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17we congratulate Dr. Sandra Westbrooks on the occasion of her
18retirement and wish her continued success and happiness in the
19future; and be it further
 
20    RESOLVED, That a suitable copy of this resolution be
21presented to Dr. Sandra Westbrooks as a symbol of our esteem
22and respect.
