HOUSE RESOLUTION

 
2    WHEREAS, Public Act 92-141 amended the Vital Records Act to
3provide for a $2 fee for each certified copy of a death
4certificate, to be collected by the local registrar or county
5clerk and remitted to the State Registrar monthly for deposit
6into the Death Certificate Surcharge Fund; and
 
7    WHEREAS, 25% of the money in the Death Certificate
8Surcharge Fund is to be used by the Illinois Law Enforcement
9Training and Standards Board, subject to appropriation, for the
10purpose of training coroners, deputy coroners, forensic
11pathologists, and police officers for homicide investigations;
12and
 
13    WHEREAS, The balance in the Death Certificate Surcharge
14Fund (Fund 635) on April 22, 2013, was $2.4 million; and
 
15    WHEREAS, At that date, expenditures by the Illinois Law
16Enforcement Training and Standards Board from Fund 635 in
17Fiscal Year 2013 totaled approximately $248,600; therefore, be
18it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
21the Auditor General is directed to conduct a management audit

1of the Illinois Law Enforcement Training and Standards Board's
2uses of moneys appropriated from the Death Certificate
3Surcharge Fund during Fiscal Years 2010, 2011, 2012, and 2013;
4and be it further
 
5    RESOLVED, That the audit include, but not be limited to,
6the following determinations:
7        (1) the amounts appropriated to the Illinois Law
8Enforcement Training and Standards Board (Board) from the Death
9Certificate Surcharge Fund (Fund) for Fiscal Years 2010, 2011,
102012, and 2013;
11        (2) the amounts expended by the Board from the Fund
12during Fiscal Years 2010, 2011, 2012, and 2013, and for what
13specific purposes; and
14        (3) whether the Board has rules, policies and
15procedures in place concerning its training program financed
16with proceeds from the Death Certificate Surcharge Fund,
17including the process of identifying training needs,
18procurement of training resources, and delivery of training
19programs; and be it further
 
20    RESOLVED, That the Illinois Law Enforcement Training and
21Standards Board and any other agencies or entities having
22information relevant to this audit cooperate fully and promptly
23with the Auditor General's Office in the conducting of this
24audit; and be it further

1    RESOLVED, That the Auditor General commence this audit as
2soon as possible and report his findings and recommendations
3upon completion in accordance with the provisions of Section
43-14 of the Illinois State Auditing Act.
