HOUSE RESOLUTION

 
2    WHEREAS, The mission of the West Garfield Park Community
3Stakeholders is to establish and strengthen collaboration
4among communities, public and private non-profit agencies, and
5federal, state, local, and tribal governments to support the
6efforts of community coalitions that are working to prevent and
7reduce substance use among youth; and
 
8    WHEREAS, The West Garfield Park Community Stakeholders
9also seeks to reduce substance abuse among adults over time by
10addressing the factors in communities that increase the risk of
11substance abuse and promoting the factors that minimize the
12risk of substance abuse; and
 
13    WHEREAS, The West Garfield Park Community Stakeholders'
14purpose is to create opportunities through programs,
15activities, and events to help direct youth towards positive
16alternatives to violence, as well as teaching them how to
17become productive citizens through positive civic engagement;
18and
 
19    WHEREAS, The West Garfield Park Community Stakeholders'
20vision is to engage a partnership of residents, parents, youth,
21educational institutions, organizations, and public servants
22with a common goal to reduce violence within the West Garfield

1Park community; and
 
2    WHEREAS, The White House Office of National Drug Control
3Policy has directed the Drug Free Communities Support Program,
4in partnership with the Substance Abuse and Mental Health
5Services Administration, to provide grants to coalitions that
6mobilize their communities to prevent youth alcohol, tobacco,
7illicit drug, and inhalant abuse; and
 
8    WHEREAS, As a New-Grantee of the office of Substance Abuse
9and Mental Health Services Administration, the West Garfield
10Park Community Stakeholders is working within the Substance
11Abuse and Mental Health Services Administration's Strategic
12Prevention Framework to develop and secure the following core
13competencies: assessment, capacity, planning, implementation,
14evaluation, sustainability, and cultural competence;
15therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18we designate the date of October 6, 2014 as West Garfield Park
19Community Violence and Substance Abuse Prevention Day in the
20State of Illinois.
