HOUSE RESOLUTION

 
2    WHEREAS, Behavioral health is an essential part of good
3health and one's overall wellness; and
 
4    WHEREAS, Prevention of mental and/or substance use
5disorders works, treatment is effective, and people recover in
6our area and around the nation; and
 
7    WHEREAS, Preventing and overcoming mental and/or substance
8use disorders is essential to achieving healthy lifestyles,
9both physically and emotionally; and
 
10    WHEREAS, We must encourage relatives and friends of people
11with mental and/or substance use disorders to implement
12preventive measures, recognize the signs of a problem, and
13guide those in need to appropriate treatment and recovery
14support services; and
 
15    WHEREAS, In 2011, 2.3 million people aged 12 or older
16received specialty treatment for a substance use disorder and
1731.6 million adults aged 18 or older received mental health
18services, according to the 2011 National Survey on Drug Use and
19Health; given the serious nature of this public health problem,
20we must continue to reach the millions more who need help; and

1    WHEREAS, On October 1, 2013, as a result of the Affordable
2Care Act, more than 11 million uninsured individuals with
3behavioral health needs will become eligible for affordable
4insurance coverage for their treatment needs, according to the
52011 National Survey on Drug Use and Health; we must ensure
6that all of these individuals are successfully enrolled into
7coverage; and
 
8    WHEREAS, To help more people achieve and sustain long-term
9recovery, the United States Department of Health and Human
10Services, the Substance Abuse and Mental Health Services
11Administration, the White House Office of National Drug Control
12Policy, and the members of the Illinois House of
13Representatives invite all residents of the State of Illinois
14to participate in National Recovery Month; therefore, be it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17we designate the month of September 2014 as National Recovery
18Month in the State of Illinois and call upon the people of this
19State to observe this month with appropriate programs,
20activities, and ceremonies to support this year's Recovery
21Month.
