HOUSE RESOLUTION

 
2    WHEREAS, H.R. 3708, currently under consideration in the
3United States House of Representatives, seeks to abolish the
4burdensome and outdated third-class medical certificate
5currently required for thousands of pilots who fly
6recreationally; and
 
7    WHEREAS, 60,000 pilots have left the aviation industry over
8the last decade, many due to the onerous and costly process of
9attaining a third-class medical certificate; and
 
10    WHEREAS, The General Aviation Pilot Protection Act,
11contained within H.R. 3708, would require pilots who fly
12recreationally to hold a valid driver's license in lieu of an
13expensive third-class medical certificate and operate under
14specific limitations; and
 
15    WHEREAS, The General Aviation Pilot Protection Act has the
16potential to grow the pilot population in the United States by
17significantly lowering a major barrier for prospective pilots,
18while also upholding high safety standards; and
 
19    WHEREAS, The General Aviation Pilot Protection Act would
20allow pilots who make non-commercial visual flight rules
21flights in aircraft weighing up to 6,000 pounds with no more

1than 6 seats to be exempt from the third-class medical
2certification process; and
 
3    WHEREAS, The General Aviation Pilot Protection Act would
4allow pilots who are exempt from the third-class medical
5certification process to carry up to 5 passengers, fly at
6altitudes below 14,000 feet mean sea level, and fly no faster
7than 250 knots; and
 
8    WHEREAS, In addition to allowing pilots to operate common
9general aviation aircraft for recreational flying without a
10third-class medical certificate, the bill directs the Federal
11Aviation Administration to prepare and send a report to
12Congress detailing the impact of the bill's passage on general
13aviation safety within 5 years of the bill's enactment; and
 
14    WHEREAS, Aviation groups have regularly petitioned the
15Federal Aviation Administration for medical certification
16updates and changes, yet the Federal Aviation Administration
17has refused to move on such requests, despite overwhelming
18encouragement from the general aviation community and its
19agencies; and
 
20    WHEREAS, The Federal Aviation Administration has announced
21recently it will consider altering the pilot requirements in
22certain circumstances through a study called the "Private Pilot

1Privileges without a Medical Certificate" project; and
 
2    WHEREAS, The general aviation community has long supported
3this action, due to its ability to maintain safety, reduce
4costs for pilots and the federal government, and allow people
5to pursue the unique freedom of flight in the same way they can
6pursue other powered recreational activities; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9we encourage the members of Congress to support H.R. 3708 in
10order to afford greater access to aviation for prospective
11pilots; and be it further
 
12    RESOLVED, That suitable copies of this resolution be
13delivered to the members of the Illinois congressional
14delegation.
