HOUSE RESOLUTION

 
2    WHEREAS, The State of Illinois currently has 98,353
3Medicare eligible retired state employees, teachers, and
4community college employees who participate in a State health
5insurance plan; and
 
6    WHEREAS, Beginning February 1, 2014, all participating
7members currently eligible for Medicare must participate in a
8Medicare Advantage health insurance plan instead of their
9previous health insurance plan; and
 
10    WHEREAS, Due to changing health insurance plans, certain
11circumstances may force individuals to modify their current
12health care providers or face increased obstacles to continue
13with current providers; and
 
14    WHEREAS, Individuals have often cultivated relationships
15over many years with their current medical professionals; and
 
16    WHEREAS, The relationship between an individual and his or
17her doctor often includes knowledge of past treatments, a
18history of that individual's condition, and a level of trust
19developed over many years; and
 
20    WHEREAS, A disruption in such a relationship between an

1individual and his or her doctor can be detrimental, especially
2to the State's elderly population; and
 
3    WHEREAS, Such changes can cause members to no longer
4receive necessary medical procedures, medications, or medical
5devices in a timely manner; therefore, be it
 
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8we urge the members of this body to give further consideration
9to allowing Medicare eligible members who participate in a
10State health insurance plan to remain in a Quality Care Health
11Plan rather than automatically being enrolled in a Medicare
12Advantage plan, to assure there will be no disruption in the
13healthcare relationships such members have previously
14established or in the receipt of necessary medical procedures,
15medications, and/or medical devices; and be it further
 
16    RESOLVED, That we urge the Department of Central Management
17Services to continue to work with members to aid in the best
18possible transition to a new health insurance plan as long as
19such a change is required; and be it further
 
20    RESOLVED, That a suitable copy of this resolution be
21delivered to the Department of Central Management Services.
