    Amends the Illinois Pension Code. Provides that the 5 State-funded retirement systems may not enter into any new contract, or extend or renew any existing contract, under which System funds are used to compensate a contract lobbyist. Effective immediately.

1    AN ACT concerning public employee benefits.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Pension Code is amended by changing
5Sections 2-138, 14-135.09, 15-169, and 18-145 and by adding
6Section 16-180.1 as follows:
 
7    (40 ILCS 5/2-138)  (from Ch. 108 1/2, par. 2-138)
8    Sec. 2-138. To hire employees.
9    To appoint a secretary and employ such other actuarial,
10medical, clerical or other help as shall be required for the
11efficient administration of the system and to determine and fix
12their rate of pay.
13    Notwithstanding any other provision of this Article, the
14System may not enter into any new contract, or extend or renew
15any existing contract, under which System funds are used to
16compensate a contract lobbyist.

19    Sec. 14-135.09. To obtain services. To obtain, pursuant to
20the "Personnel Code", approved July 18, 1955, as now or
21hereafter amended, an executive secretary, an actuary and such
22medical and other services as shall be required to transact the

1business of the system; and to pay the expenses of the board
2necessary for the operation of the system at such rates and in
3such amounts as the board determines and approves.
4    Notwithstanding any other provision of this Article, the
5System may not enter into any new contract, or extend or renew
6any existing contract, under which System funds are used to
7compensate a contract lobbyist.

10    Sec. 15-169. To elect officers and appoint employees. To
11elect officers; to appoint a secretary and treasurer; to have a
12seal; to employ and fix the rate of pay of such actuarial,
13legal, clerical, audit, medical, or other services, or
14corporate trustee organized under the laws of this State with a
15capital of not less than $1,000,000, or investment counsel and
16other persons as shall be required for the efficient
17administration of the system. All actions brought by or against
18the board shall be prosecuted or defended by the Attorney
19General. If the board pursues a mandamus action under Section
2015-156 of this Code as amended by Senate Bill No. 1 of the 98th
21General Assembly in the form passed by the General Assembly,
22then the board may select the counsel of their choice.
23    Notwithstanding any other provision of this Article, the
24System may not enter into any new contract, or extend or renew
25any existing contract, under which System funds are used to

4    Sec. 16-180.1. To appoint employees. To employ and fix the

19any existing contract, under which System funds are used to
20compensate a contract lobbyist.

22    Section 99. Effective date. This Act takes effect upon
23becoming law.
