SYNOPSIS AS INTRODUCED:

65 ILCS 5/11-80-19  from Ch. 24, par. 11-80-19

    Amends the Counties Code. Provides that a county board shall name (currently, may name) any street, lane, road or highway, and shall regulate (currently, may regulate) the numbering of buildings and lots adjacent to any street, lane, road or highway. Provides that no change in name or numbering shall be effective until 30 days after the following entities having jurisdiction over the area are notified: (1) election authorities; (2) post office branch; and (3) 9-1-1 system. Requires the change in name or numbering to be effective no less than 30 days prior to any election. Makes conforming changes in the Illinois Municipal Code.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Counties Code is amended by changing Section
55-1067 as follows:
 
6    (55 ILCS 5/5-1067)  (from Ch. 34, par. 5-1067)
7    Sec. 5-1067. Names of streets and highways; numbers of
8buildings and lots. A county board shall may name or may change
9the name of any street, lane, road or highway and shall may
10regulate the numbering of buildings and lots adjacent to any
11street, lane, road or highway in the unincorporated area of the
12county.
13    In counties under 1,000,000 population, a county board may
14name or change the name of any road in the county highway
15system or any trail under its jurisdiction.
16    No change in the name of any street, lane, road, or
17highway, or change in the numbering of any building or lot
18shall be effective until 30 days after the election authorities
19having jurisdiction and the post office branch serving that
20area and the 9-1-1 system serving that area have been notified
21by the county board initiating such action of the change in
22writing by certified or registered mail, or electronic means.
23Any change in the name of any street, lane, road, or highway,

1or change in numbering of any building or lot shall be
2effective no less than 30 days prior to any primary or general
3election.

5    Section 10. The Illinois Municipal Code is amended by
6changing Sections 11-80-18 and 11-80-19 as follows:

8    Sec. 11-80-18. The corporate authorities of each
9municipality shall may regulate the numbering of buildings and
10lots. No change in the numbering of buildings and lots shall be
11effective until 30 days after the election authorities having
12jurisdiction in the area in which such numbering is changed and
13the post office branch serving that area and the 9-1-1 system
14serving that area have been notified by the corporate authority
15initiating such action of the change in writing by certified or
16registered mail, or electronic means. Any change in the
17numbering of buildings and lots shall be effective no less than
1830 days prior to any primary or general election.
