SYNOPSIS AS INTRODUCED:
 
20 ILCS 689/35 new
20 ILCS 605/605-1020 new

    Amends the Illinois Renewable Fuels Development Program Act. Sets out legislative findings regarding certain types of ethanol blended fuel. Provides that the Department of Commerce and Economic Opportunity may provide information to gas stations in the State encouraging the stations to offer E15 as an option for customers. Provides that the Department may provide information to gas stations on any financial assistance that may be available to subsidize the cost of providing E15 blended fuel to consumers.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Renewable Fuels Development
5Program Act is amended by adding Section 35 as follows:
 
6    (20 ILCS 689/35 new)
7    Sec. 35. Increased Ethanol Content Encouragement Program.
8    (a) The General Assembly finds:
9        (1) Due to the cost of motor fuel, gas stations in the
10    State should be encouraged to offer motor fuel blended with
11    15% ethanol. Increasing the percentage of ethanol in motor
12    fuel will help to reduce the cost of motor fuel.
13        (2) Existing studies show that some higher percentage
14    blends of ethanol may be used in motor vehicles without
15    requiring any modification to the vehicle.
16        (3) Motor vehicle manufacturers are encouraged to
17    continue to expand production of flexible-fuel vehicles.
18    Flexible-fuel vehicles are capable of using any blend of
19    ethanol fuel up to 85% ethanol.
20        (4) The U.S. Environmental Protection Agency announced
21    E15 motor fuel blends to be safe for use in all cars and
22    pickup trucks produced in 2001 and later. With this
23    announcement, the U.S. Environmental Protection Agency has

1    approved the use of E15 for 62% of vehicles on the road
2    today.
3    (b) The Department may provide information to gas stations
4in the State encouraging the gas stations to offer E15 blended
5fuel as an option for customers. The Department may provide gas
6stations in the State with information on any financial
7assistance that may be available to subsidize the cost of
8providing E15 blended fuel to consumers.
 
9    Section 10. The Department of Commerce and Economic
10Opportunity Law of the Civil Administrative Code of Illinois is
11amended by adding Section 605-1020 as follows:
 
12    (20 ILCS 605/605-1020 new)
13    Sec. 605-1020. Department authorized to provide
14information to gas stations. The Department is authorized to
15provide information to gas stations in the State encouraging
16the gas stations to offer E15 blended fuel as an option for
17customers. The Department may provide gas stations in the State
18with information on any financial assistance that may be
19available to subsidize the cost of providing E15 blended fuel
20to consumers.
