SYNOPSIS AS INTRODUCED:
 
20 ILCS 605/605-338 new

    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department to establish a lifelong learning program to allow employees, with the support of their employers, to create educational savings accounts that may be used to fund approved education and training.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois is
6amended by adding Section 605-338 as follows:
 
7    (20 ILCS 605/605-338 new)
8    Sec. 605-338. Lifelong learning program.
9    (a) The Department shall establish a lifelong learning
10program to allow employees, with the support of their
11employers, to create educational savings accounts that may be
12used to fund approved education and training. The Department
13may partner with financial institutions and other public,
14private, and nonprofit organizations in order to enable
15employees use the educational savings accounts to attain
16high-skilled and high-wage jobs in their communities.
17    (b) The educational savings accounts shall be established
18by employees and employers to support the education and
19training of employees in a manner that is aligned with the
20employee's approved career development plan.
21    (c) The Department may adopt rules to implement this
22Section.
23    (d) As used in this Section:

1    "Approved education and training" means education,
2training, and associated costs aligned with an approved career
3development plan.
4    "Approved career development plan" means an employee's
5career development plan that is approved by the Department and
6contains the necessary information to determine if
7expenditures are in alignment with the program criteria.
