1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Sections 5.826 and 5.827 as follows:
 
6    (30 ILCS 105/5.826 new)
7    Sec. 5.826. The National Wild Turkey Federation Fund.
 
8    (30 ILCS 105/5.827 new)
9    Sec. 5.827. The Curing Childhood Cancer Fund.
 
10    Section 10. The Illinois Vehicle Code is amended by adding
11Sections 3-699 and 3-699.1 as follows:
 
12    (625 ILCS 5/3-699 new)
13    Sec. 3-699. National Wild Turkey Federation license
14plates.
15    (a) The Secretary, upon receipt of all applicable fees and
16applications made in the form prescribed by the Secretary, may
17issue special registration plates designated as National Wild
18Turkey Federation license plates. The special plates issued
19under this Section shall be affixed only to passenger vehicles
20of the first division or motor vehicles of the second division

1weighing not more than 8,000 pounds. Plates issued under this
2Section shall expire according to the multi-year procedure
3established by Section 3-414.1 of this Code.
4    (b) The design and color of the special plates shall be
5wholly within the discretion of the Secretary. The Secretary
6may allow the plates to be issued as vanity plates or
7personalized plates under Section 3-405.1 of this Code. The
8Secretary shall prescribe stickers or decals as provided under
9Section 3-412 of this Code.
10    (c) An applicant for the special plate shall be charged a
11$40 fee for original issuance in addition to the appropriate
12registration fee. Of this fee, $25 shall be deposited into the
13National Wild Turkey Federation Fund and $15 shall be deposited
14into the Secretary of State Special License Plate Fund, to be
15used by the Secretary to help defray the administrative
16processing costs.
17    For each registration renewal period, a $27 fee, in
18addition to the appropriate registration fee, shall be charged.
19Of this fee, $25 shall be deposited into the National Wild
20Turkey Federation Fund and $2 shall be deposited into the
21Secretary of State Special License Plate Fund.
22    (d) The National Wild Turkey Federation Fund is created as
23a special fund in the State treasury. All moneys in the
24National Wild Turkey Federation Fund shall be paid, subject to
25appropriation by the General Assembly and distribution by the
26Secretary, as grants to National Wild Turkey Federation, Inc.,

1a tax exempt entity under Section 501(c)(3) of the Internal
2Revenue Code, to fund turkey habitat protection, enhancement,
3and restoration projects in the State of Illinois, to fund
4education and outreach for media, volunteers, members, and the
5general public regarding turkeys and turkey habitat
6conservation in the State of Illinois, and to cover the
7reasonable cost for National Wild Turkey Federation special
8plate advertising and administration of the conservation
9projects and education program.
 
10    (625 ILCS 5/3-699.1 new)
11    Sec. 3-699.1. Curing Childhood Cancer Plates.
12    (a) The Secretary, upon receipt of all applicable fees and
13applications made in the form prescribed by the Secretary, may
14issue special registration plates designated as Curing
15Childhood Cancer license plates. The special plates issued
16under this Section shall be affixed only to passenger vehicles
17of the first division or motor vehicles of the second division
18weighing not more than 8,000 pounds. Plates issued under this
19Section shall expire according to the multi-year procedure
20established by Section 3-414.1 of this Code.
21    (b) The design and color of the special plates shall be
22wholly within the discretion of the Secretary. Appropriate
23documentation, as determined by the Secretary, shall accompany
24each application.
25    (c) An applicant for the special plate shall be charged a

1$65 fee for original issuance in addition to the appropriate
2registration fee. Of this fee, $50 shall be deposited into the
3Curing Childhood Cancer Fund and $15 shall be deposited into
4the Secretary of State Special License Plate Fund, to be used
5by the Secretary to help defray the administrative processing
6costs. For each registration renewal period, a $52 fee, in
7addition to the appropriate registration fee, shall be charged.
8Of this fee, $50 shall be deposited into the Curing Childhood
9Cancer Fund and $2 shall be deposited into the Secretary of
10State Special License Plate Fund.
11    (d) The Curing Childhood Cancer Fund is created as a
12special fund in the State treasury. All money in the Curing
13Childhood Cancer Fund shall be paid, subject to appropriation
14by the General Assembly and distribution by the Secretary, in
15equal share as grants to the St. Jude Children's Research
16Hospital and the Children's Oncology Group for the purpose of
17funding scientific research on cancer.
