SYNOPSIS AS INTRODUCED:

105 ILCS 5/21B-110 new

Amends the Educator Licensure Article of the School Code. Provides that after January 1, 2014, the State Board of Education shall ensure that the curriculum for all approved educator preparation programs includes and that all prospective teachers pursuing Professional Educator Licenses receive instruction on the linguistic, cultural, evaluative, and instructional methods related to the education of English Language Learners. Requires this instruction to be provided in 2 required courses within the educator preparation program, which shall consist of (i) one course on second language acquisition and instruction and (ii) one course on the socio-cultural and family and community aspects relevant to the education of English Language Learners. Effective immediately.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The School Code is amended by adding Section 21B-110 as follows:

Sec. 21B-110. Required instruction for all teachers; English Language Learners. After January 1, 2014, the State Board of Education shall ensure that the curriculum for all approved educator preparation programs includes and that all prospective teachers pursuing Professional Educator Licenses receive instruction on the linguistic, cultural, evaluative, and instructional methods related to the education of English Language Learners. This instruction on English Language Learners must be provided in 2 required courses within the educator preparation program, which shall consist of (i) one course on second language acquisition and instruction and (ii) one course on the socio-cultural and family and community aspects relevant to the education of English Language Learners.

Section 99. Effective date. This Act takes effect upon becoming law.
