SYNOPSIS AS INTRODUCED:
 
30 ILCS 605/6.04  from Ch. 127, par. 133b9.4
110 ILCS 205/7  from Ch. 144, par. 187

    Amends the State Property Control Act and the Board of Higher Education Act. Provides that, with respect to public universities, the Department of Central Management Services may require a listing of equipment items only for those items valued in excess of $1,000. Provides that each State university shall report annually to the Board of Higher Education on any tuition increases for the upcoming academic year and any cost-saving measures undertaken during the previous fiscal year. Requires the Board to include information on tuition increases and cost-saving measures in a specific report to the General Assembly. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Property Control Act is amended by
5changing Section 6.04 as follows:
 
6    (30 ILCS 605/6.04)  (from Ch. 127, par. 133b9.4)
7    Sec. 6.04. Annually, and upon at least 30 days notice, the
8administrator may require each responsible officer to make, or
9cause to be made, an actual physical inventory check of all
10items of property under his jurisdiction and control and said
11inventory shall be certified to the administrator with a full
12accounting of all errors or exceptions reported therein. With
13respect to public universities, the Department of Central
14Management Services may require a listing of equipment items
15only for those items valued in excess of $1,000.

18changing Section 7 as follows:

1University, the Board of Trustees of Chicago State University,
2the Board of Trustees of Eastern Illinois University, the Board
3of Trustees of Governors State University, the Board of
4Trustees of Illinois State University, the Board of Trustees of
5Northeastern Illinois University, the Board of Trustees of
6Northern Illinois University, the Board of Trustees of Western
7Illinois University, the Illinois Community College Board and
8the campuses under their governance or supervision shall not
9hereafter undertake the establishment of any new unit of
10instruction, research or public service without the approval of
11the Board. The term "new unit of instruction, research or
12public service" includes the establishment of a college,
13school, division, institute, department or other unit in any
14field of instruction, research or public service not
15theretofore included in the program of the institution, and
16includes the establishment of any new branch or campus. The
17term does not include reasonable and moderate extensions of
18existing curricula, research, or public service programs which
19have a direct relationship to existing programs; and the Board
20may, under its rule making power, define the character of such
21reasonable and moderate extensions.
22    Such governing boards shall submit to the Board all
23proposals for a new unit of instruction, research, or public
24service. The Board may approve or disapprove the proposal in
25whole or in part or approve modifications thereof whenever in
26its judgment such action is consistent with the objectives of

1an existing or proposed master plan of higher education.
2    The Board of Higher Education is authorized to review
3periodically all existing programs of instruction, research
4and public service at the State universities and colleges and
5to advise the appropriate board of control if the contribution
6of each program is not educationally and economically
7justified. Each State university shall report annually to the
8Board on programs of instruction, research, or public service
9that have been terminated, dissolved, reduced, or consolidated
10by the university. Each State university shall also report to
11the Board all programs of instruction, research, and public
12service that exhibit a trend of low performance in enrollments,
13degree completions, and high expense per degree. Each State
14university shall report annually to the Board on any tuition
15increases for the upcoming academic year and any cost-saving
16measures undertaken during the previous fiscal year. The Board
17shall compile an annual report that shall contain information
18on tuition increases and cost-saving measures, new programs
19created, existing programs that have been closed or
20consolidated, and programs that exhibit low performance or
21productivity. The report must be submitted to the General
22Assembly. The Board shall have the authority to define relevant
23terms and timelines by rule with respect to this reporting.

25    Section 99. Effective date. This Act takes effect upon
26becoming law.
