SENATE RESOLUTION

 
2    WHEREAS, The manner in which our nation treats our animals
3is a direct reflection on society; and
 
4    WHEREAS, Animal cruelty can be either deliberate abuse or
5simply the failure to take care of an animal; and
 
6    WHEREAS, Recent statistics show that an animal is abused
7every ten seconds, and many cases are never reported; the
8common victims are dogs and cats; and
 
9    WHEREAS, Most reported animal cruelty comes in the form of
10neglect, including a failure to provide for the basic needs of
11an animal, hoarding, lack of shelter or veterinary care,
12tethering and abandonment, and other forms of abuse; and
 
13    WHEREAS, It is important to raise awareness and use
14available information to try to understand and prevent causes
15of abuse and neglect; it is also important to condemn organized
16animal cruelty, such as dog fighting and cockfighting, which
17often results in death and perpetual suffering; since there is
18a well-documented link between animal cruelty and violence
19against people, including links between animal abusers and
20violence against their own family members, direct abuse should
21be promptly reported to law enforcement; and

1    WHEREAS, It is also important that consumers strive to be
2conscientious purchasers of products that are cruelty free; and
 
3    WHEREAS, According to the Centers for Disease Control and
4Prevention, pet ownership has been shown to help lower blood
5pressure, cholesterol levels, and feelings of loneliness; and
 
6    WHEREAS, Approximately 3.4 million cats and kittens and 3.9
7million dogs enter U.S. shelters annually, with millions losing
8their lives; potential pet owners should consider the option of
9adopting shelter cats and dogs; additionally, animal shelters
10are in constant need of volunteers to help complete every day
11tasks, such as walking and socializing with furry friends;
12reaching out to a local animal shelter helps remedy animal
13abuse in our State; and
 
14    WHEREAS, Illinois has done tremendous work to put policies
15in place to protect animals across our communities to ensure
16they are well taken care of; and
 
17    WHEREAS, Animal Cruelty Prevention Month signifies the
18importance of raising awareness and advocating for our
19voiceless friends; and
 
20    WHEREAS, Animal cruelty prevention is a major concern for

1our society at large, and it is important to spread the word to
2neighbors, friends, and family members to put a stop to this
3silent epidemic in communities across our State; therefore, be
4it
 
5    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
6ASSEMBLY OF THE STATE OF ILLINOIS, that we designate April 2018
7as Animal Cruelty Prevention Month in Illinois in order to
8raise awareness about this silent crisis and give a voice to
9our furry friends.
