SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/13-103.1  from Ch. 95 1/2, par. 13-103.1

    Amends the Illinois Vehicle Code. Provides that to become a certified School Bus Safety Inspector a person must meet certain training and testing requirements. Provides that to maintain certification, a School Bus Safety Inspector must attend a minimum 2-day school bus inspection training program conducted by a certified school bus inspection trainer at least once a year and provide verification of attendance to the Department of Transportation. Provides that School Bus Safety Inspectors shall renew their certification every 5 years.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 13-103.1 as follows:
 
6    (625 ILCS 5/13-103.1)  (from Ch. 95 1/2, par. 13-103.1)
7    Sec. 13-103.1. Annual certification of safety testers - Fee -
8 Renewal.
9    (a) Only certified safety testers are authorized to perform
10safety tests and affix Certificates of Safety to vehicles. The
11Department shall annually certify those safety testers who have
12met its requirements. Safety testers' certificates shall
13expire 12 months following the date of issue, but may be
14renewed annually by complying with the requirements as
15established by the Department.
16    (b) A safety tester who performs school bus inspections
17must be certified as a School Bus Safety Inspector. To become a
18certified School Bus Safety Inspector, a person must:
19        (1) meet one of the following training requirements:
20            (i) be certified as a Master School Bus Technician
21        by the National Institute for Automotive Service
22        Excellence (ASE);
23            (ii) be able to document a minimum of 2 years of

1        journeyman level mechanical experience in the repair
2        and maintenance of motor vehicles of the second
3        division; or
4            (iii) successfully complete a course in vehicle
5        maintenance and repair, with a minimum 2-year
6        curriculum from an accredited school; and
7        (2) successfully complete a written and hands-on test
8    administered by the Department or the Department's
9    designee.
10    (c) To maintain certification, a School Bus Safety
11Inspector must attend a minimum 2-day school bus inspection
12training program conducted by a certified school bus inspection
13trainer at least once a year and provide verification of
14attendance to the Department.
15    (d) Certification of a School Bus Safety Inspector shall be
16in effect until the end of the fifth calendar year from the
17certification date stated on the certificate or certification
18letter, and a School Bus Safety Inspector must re-certify every
195 years thereafter.
