SYNOPSIS AS INTRODUCED:
 
220 ILCS 5/21-1251 new

    Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall require all regulated cable service and video service providers under its authority to submit an annual report on all procurement goals and actual spending for minority-owned, women-owned, veteran-owned, and small business enterprises. Provides that each regulated cable service and video service provider shall submit the rules, regulations, and definitions used for its procurement goals and the name and contact information for the staff person responsible for administering the programs associated with the goals in the annual report. Provides that the Commission shall publish each annual report on its website and shall maintain each annual report for at least 5 years. Effective immediately.

1    AN ACT concerning public utilities.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Public Utilities Act is amended by adding
5Section 21-1251 as follows:
 
6    (220 ILCS 5/21-1251 new)
7    Sec. 21-1251. Minority, female, veteran, and small
8business reports and spending. The Commission shall require all
9regulated cable service and video service providers under its
10authority to submit an annual report by December 1, 2014 and
11each December 1 thereafter, in a searchable Adobe PDF format,
12on all procurement goals and actual spending for
13minority-owned, women-owned, veteran-owned, and small business
14enterprises in the previous calendar year. These goals shall be
15expressed as a percentage of the total work performed by the
16regulated cable service and video service provider, and the
17actual spending for all minority-owned, women-owned,
18veteran-owned, and small business enterprises shall be
19expressed as a percentage of the total work performed by the
20regulated cable and video provider.
21    Each regulated cable service and video service provider
22shall submit the rules, regulations, and definitions used for
23its procurement goals and the name and contact information for

1the staff person responsible for administering the programs
2associated with the goals in the annual report.
3    The Commission shall issue a proposed format for each
4report, which shall be developed in consultation with the
5Capital Development Board.
6    The Commission shall publish each annual report on its
7website and shall maintain each annual report for at least 5
8years.
 
9    Section 99. Effective date. This Act takes effect upon
10becoming law.
