SYNOPSIS AS INTRODUCED:
 
20 ILCS 605/605-1010 new

    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Creates the Regulatory Review and Economic Growth Task Force. Sets forth the membership of the Task Force. Provides that the goals of the task force include: drafting a model of regulatory reform to ease business creation for small and large businesses alike; a thorough examination of the current laws, administrative rules, and tax expenditures that support entrepreneurship; and recommending changes to the State's tax laws to produce a more favorable business climate. Requires the Task Force to hold public hearings. Requires the Task Force to submit a report to the Governor and the General Assembly by December 31, 2011. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois is
6amended by adding Section 605-1010 as follows:
 
7    (20 ILCS 605/605-1010 new)
8    Sec. 605-1010. Regulatory Review and Economic Growth Task
9Force.
10    (a) The Regulatory Review and Economic Growth Task Force is
11hereby created within the Department. The Task Force shall
12consist of 13 members. The following members shall be appointed
13within 30 days after the effective date of this amendatory Act
14of the 97th General Assembly: 2 members appointed by the
15President of the Senate; 2 members appointed by the Senate
16Minority Leader; 2 members appointed by the Speaker of the
17House of Representatives; 2 members appointed by the House
18Minority Leader; and one member appointed by the Governor. One
19of those members shall be elected Chairperson by a majority
20vote. Within 30 days after a Chairperson is selected, the
21Chairperson shall make the following additional appointments
22to the Task Force: one member of the public representing a
23metropolitan business or commerce organization; one member of

1the public representing an employees' union; one member of the
2public representing a statewide business organization; and one
3member with academic experience concerning State-level
4business regulations. Members shall serve without
5compensation, but may be reimbursed for expenses associated
6with the Task Force. The Task Force shall begin to conduct
7business upon the appointment of all members. For purposes of
8Task Force meetings, other than an initial meeting to elect a
9chairperson, a quorum is 7 members. If a vacancy occurs on the
10Task Force, a successor member shall be appointed by the
11original appointing authority. Meetings of the Task Force are
12subject to the Open Meetings Act.
13    (b) The goals of the task force include, but are not
14limited to: drafting a model of regulatory reform to ease
15business creation for small and large businesses alike; a
16thorough examination of the current laws, administrative
17rules, and tax expenditures that support entrepreneurship; and
18recommending changes to the State's tax laws to produce a more
19favorable business climate. The Task Force shall hold at least
203 public hearings where those issues are discussed. The Task
21Force may establish any committees it deems necessary.
22    (c) The Chairperson of the Task Force shall extend an
23invitation to chairpersons and minority spokespersons of
24appropriate legislative committees to attend all meetings of
25the Task Force. The Chairperson may invite other individuals to
26participate in subcommittees of the Task Force and to take part

1in discussions.
2    (d) All findings, recommendations, public postings, and
3other relevant information shall be posted on the Department's
4website. The Department shall provide staff and administrative
5support to the Task Force. The Department and the Task Force
6may accept donated services and other resources from registered
7not-for profit organizations that may be necessary to complete
8the work of the Task Force. The Task Force shall report its
9findings and recommendations to the Governor and the General
10Assembly no later than December 31, 2011, and shall be
11dissolved upon submission of the report.
 
12    Section 99. Effective date. This Act takes effect upon
13becoming law.
