HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are saddened to learn of the death of William R. "Sparkie" Armstrong of Moline, who passed away on April 12, 2012; and

WHEREAS, He was born August 4, 1930 in Geneseo, the son of William and Mildred (Hallsten) Armstrong; he graduated from Geneseo High School and Illinois State Normal University, and did post graduate studies at both Illinois State University and the University of Illinois; and

WHEREAS, He married Dorothy McCann on August 4, 1956 in Creston, Iowa; he was an United States Army veteran and served in the Korean War; he taught History at Rock Island High School for 34 years and was also the Debate Coach; and

WHEREAS, He was a member of Sacred Heart Church in Moline, American Legion Post 246 in Moline, the American Federation of Teachers, and the ACLU; he was elected in 1978 to District 8 for the Rock Island County Board and served the board in many capacities, including a term as Chairman; and

WHEREAS, He was one of 116 delegates and one of 2 from the 43rd Senatorial District elected to the Illinois 1970 Constitutional Convention; and

WHEREAS, He was preceded in death by his sister, Joan Edwards; and

WHEREAS, William Armstrong is survived by his wife, Dorothy; his children, Kevin (Roxanne) Armstrong and Bridget (Casey) Stengel; his grandchildren, Brian, Kathleen, Ted, Kelly, and Megan Armstrong and John and Robert Stengel; and his brother, Jack Armstrong; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with his family and friends, the passing of William Armstrong; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of William Armstrong as a symbol of our sincere sympathy.
