HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of William
4R. "Sparkie" Armstrong of Moline, who passed away on April 12,
52012; and
 
6    WHEREAS, He was born August 4, 1930 in Geneseo, the son of
7William and Mildred (Hallsten) Armstrong; he graduated from
8Geneseo High School and Illinois State Normal University, and
9did post graduate studies at both Illinois State University and
10the University of Illinois; and
 
11    WHEREAS, He married Dorothy McCann on August 4, 1956 in
12Creston, Iowa; he was an United States Army veteran and served
13in the Korean War; he taught History at Rock Island High School
14for 34 years and was also the Debate Coach; and
 
15    WHEREAS, He was a member of Sacred Heart Church in Moline,
16American Legion Post 246 in Moline, the American Federation of
17Teachers, and the ACLU; he was elected in 1978 to District 8
18for the Rock Island County Board and served the board in many
19capacities, including a term as Chairman; and
 
20    WHEREAS, He was one of 116 delegates and one of 2 from the
2143rd Senatorial District elected to the Illinois 1970

1Constitutional Convention; and
 
2    WHEREAS, He was preceded in death by his sister, Joan
3Edwards; and
 
4    WHEREAS, William Armstrong is survived by his wife,
5Dorothy; his children, Kevin (Roxanne) Armstrong and Bridget
6(Casey) Stengel; his grandchildren, Brian, Kathleen, Ted,
7Kelly, and Megan Armstrong and John and Robert Stengel; and his
8brother, Jack Armstrong; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11we mourn, along with his family and friends, the passing of
12William Armstrong; and be it further
 
13    RESOLVED, That a suitable copy of this resolution be
14presented to the family of William Armstrong as a symbol of our
15sincere sympathy.
