HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Illinois
4Conservation Police Officer II Debbie Mansell on her
5retirement, August 1, 2011; and
 
6    WHEREAS, She retired after 27 years of service to the State
7of Illinois; she was hired by the Illinois Department of
8Natural Resources in March of 1985 to be an Illinois
9Conservation Police Officer; she was initially assigned to work
10the Cook County area, her main responsibilities being Lake
11Michigan and the extensive Cook County forest preserve system;
12and
 
13    WHEREAS, After a few years of uniformed patrol she was
14selected to be one of the main operatives in a covert sting
15based out of the Peoria area; CPO Mansell spent 3 years working
16as a covert operative targeting the commercialization of the
17natural resources in the Peoria and Chicago areas; the
18operation was titled Operation First Shot and became the most
19successful covert sting ever run by the Illinois Conservation
20Police; CPO Mansell received the Shikar Safari Wildlife Officer
21of the Year Award for her efforts during Operation First Shot;
22and

1    WHEREAS, After wrapping up Operation First Shot, CPO
2Mansell returned to the field as a uniformed officer and
3patrolled Clark County; she remained there for several years
4until the development of the Illinois Conservation Police
5Division of Investigations, where she was selected to be an
6investigator; and
 
7    WHEREAS, CPO Mansell had great success as an investigator
8for the Conservation Police, successfully investigating a
9variety of cases ranging from wildlife and fish cases to
10criminal; one of her wildlife investigations resulted in the
11highest fines ever received for a wildlife related case in the
12history of the Conservation Police; and
 
13    WHEREAS, CPO Mansell spent 12 years as an Investigator for
14the Conservation Police; in 2008, CPO Mansell returned to
15uniform and continued her successful career as a uniformed
16Conservation Police Officer in McLean County; in 2009, CPO
17Mansell was nominated Region 3 Officer of the Year and was
18awarded the 2009 Officer of the Year for the State of Illinois;
19and
 
20    WHEREAS, In 2009, CPO Mansell received the Shikar Safari
21Wildlife Officer of the Year Award; she led the investigation
22of a highly publicized wildlife case in central Illinois; CPO
23Mansell also received numerous certificates of merit and other

1recommendations over the course of her 27 year career as an
2Illinois Conservation Police Officer; therefore, be it
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
5we congratulate CPO Debbie Mansell on her retirement and wish
6her the best in her future endeavors; and be it further
 
7    RESOLVED, That a suitable copy of this resolution be
8presented to CPO Debbie Mansell as a symbol of our respect and
9esteem.
