HOUSE RESOLUTION

 
2    WHEREAS, For many years the City of Collinsville was an
3unchanged "bedroom community" situated just 12 miles from
4downtown St. Louis, Missouri and within view of the Gateway
5Arch; over the last 5 years, city leaders, business
6professionals, and community members have worked together to
7take Collinsville in a new direction; and
 
8    WHEREAS, Collinsville is striving to become a high
9performing, continuously learning Municipal Corporation that
10provides superior services while following a private sector
11business model that emphasizes efficiency and results; and
 
12    WHEREAS, In January of 2010 the City of Collinsville began
13a monumental effort to assess city operations and performance
14using the Lincoln Foundation Criteria for Performance
15Excellence; and
 
16    WHEREAS, The Lincoln Foundation for Performance Excellence
17was founded in 1994; the foundation is a publicly and privately
18supported not-for-profit organization created to significantly
19raise Illinois' worldwide competitiveness by improving the
20performance of its institutions and businesses; and
 
21    WHEREAS, The Lincoln Foundation for Performance Excellence

1Award process is a three-level process, consisting of the
2Bronze Award for Commitment to Excellence, the Silver Award for
3Process Towards Excellence, and the Gold Award for Achievement
4of Excellence; the award process allows organizations to
5measure themselves against the Lincoln Foundation's Seven
6Criteria for Performance Excellence, patterned after the
7Malcolm Baldridge National Quality Award: Leadership;
8Strategic Planning; Customer Focus; Measurement, Analysis, and
9Knowledge Management; Workforce Focus; Process Management; and
10Results; and
 
11    WHEREAS, Only 4 cities in the State of Illinois have been
12recognized since the program's inception in 1995; of the 150
13recipients that have been recognized over the past 16 years,
14only 5 awards have been given to municipalities; in 2010, the
15Lincoln Foundation for Performance Excellence awarded the
16Lincoln Bronze Award for Commitment to Excellence to the City
17of Collinsville; therefore, be it
 
18    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
19NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
20we recognize the people of the City of Collinsville for their
21achievements and exemplary work, resulting in obtaining the
222010 Lincoln Bronze Award for Commitment to Excellence; and be
23it further

1    RESOLVED, That a suitable copy of this resolution be
2presented to Collinsville Mayor John Miller on behalf of the
3people of the City of Collinsville, as a symbol of our respect
4and esteem.
