HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate Frank Kopel, administrator of the Division of Finance for the Department of Healthcare and Family Services (DHFS), on the occasion of his retirement; and

WHEREAS, Frank Kopel will retire December 31, 2012, after 33 years of service to the agency; he began his carer with Public Aid in 1979, as an assistant manager in the Bureau of Planning and Evaluation; he has assumed increasingly responsible positions within DHFS, Divisions of Medical Programs and Finance, including being named a deputy administrator of Medical Programs in 2009, and administrator of the Division of Finance in 2011; and

WHEREAS, Frank Kopel developed and implemented nursing home and hospital reimbursement methodologies, including various provider assessments that have brought billions of dollars in additional resources into the State's Medicaid Program and the Intergovernmental Transfer Agreement used to finance Medicaid services provided by the Cook County Health and Hospital Systems; his contributions to the Medicaid program's design and financing have allowed the State to provide healthcare services to the people of Illinois in an efficient and effective manner; and

WHEREAS, Frank Kopel is looking forward to traveling and spending time with his family when he retires; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we honor Frank Kopel on his years of service to DHFS, congratulate him on his retirement, and wish him all the best with his future endeavours; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Frank Kopel as an expression of our esteem and respect.
