HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to thank State Representative Scott E.
4Penny for his service on behalf of the people of the State of
5Illinois; and
 
6    WHEREAS, Representative Penny earned an associate's degree
7in law enforcement from Belleville Area College and a
8bachelor's degree in administration of justice from McKendree
9College; he lives in Fairmont City with his wife, Sheila, and
10is the father of a daughter, Marci, and a son, Scott, Jr.; and
 
11    WHEREAS, Representative Penny's service in the legislature
12follows his record of community service in the Metro East area
13and Fairmont City, where he served as police chief of the
14Fairmont City Police Department, village administrator of
15Fairmont City, and director of All Metro Security, Inc.; he has
16served as commissioner of the Metro East Sanitary District,
17commissioner of the Southwest Regional Port District, a member
18of the St. Clair County Zoning Board of Appeals, and an elected
19member of the Collinsville Community Unit 10 Board of
20Education; and
 
21    WHEREAS, Representative Penny has volunteered his time as a
22member of a number of local organizations, including the

1Southern Illinois Police Chief's Association, the
2International Association of Police Chiefs, the Law
3Enforcement Commission Advisory Board, the American Society
4for Industrial Security, the Fraternal Order of Police, the
5East Lodge 504 Ancient Free & Accepted Masons, the Scottish
6Rite, the Shriners, and he is a longtime member of the National
7Rifle Association; he has shared his knowledge and experience
8in an adjunct faculty position at Southwestern Illinois College
9in Belleville since 1992, and as an instructor in police and
10security classes for the Allied Health and Homeland Security
11Department; and
 
12    WHEREAS, Representative Penny, who took office as a State
13legislator in November 2011, passed new laws inspired by his
14law enforcement expertise, including laws to better locate
15missing children by joining the forces of the Illinois State
16Police and the National Center for Missing and Exploited
17Children, barring sex offenders from public places where
18children may be near, and clarifying standards for concealed
19carry by licensed security persons whose job duties require a
20concealed weapon; and
 
21    WHEREAS, Representative Penny values the service and
22sacrifice of veterans; he supported legislation that increases
23tax credits for employers who hire qualified, unemployed,
24honorably discharged, veterans who served in the War on Terror;

2    WHEREAS, Representative Penny has voted with his
3district's best interests in mind; he is a staunch defender of
4the Second Amendment; he considered many legislative proposals
5by serving as a member of the House committees on
6Appropriations-Public Safety, Cities and Villages, and
7Transportation-Vehicles and Safety; therefore, be it
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
9NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
10we congratulate and thank State Representative Scott E. Penny
11for his service in the Illinois House of Representatives and to
12the people of Illinois and wish him continued success in all
13his future endeavors; and be it further
 
14    RESOLVED, That a suitable copy of this resolution be
15presented to State Representative Scott E. Penny as a symbol of
16our respect and esteem.
