HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives urges the United States Congress to pass
4Congressional Bill S.3396 for Congenital Diaphragmatic Hernia
5Research; and
 
6    WHEREAS, Congenital Diaphragmatic Hernia is a birth
7defect; and
 
8    WHEREAS, Congenital Diaphragmatic Hernia has a rate of
9occurrence of 1 in every 2500 babies; and
 
10    WHEREAS, Congenital Diaphragmatic Hernia affects
11approximately 1800 babies each year in the United States; and
 
12    WHEREAS, Congenital Diaphragmatic Hernia occurs when the
13diaphragm fails to fully form, allowing abdominal organs to
14migrate into the chest cavity and preventing lung growth; and
 
15    WHEREAS, The majority of Congenital Diaphragmatic Hernia
16patients have underdeveloped lungs and or poor pulmonary
17function; and
 
18    WHEREAS, Congenital Diaphragmatic Hernia patients often
19endure long-term complications such as pulmonary hypertension,

1pulmonary hypoplasia, asthma, gastrointestinal reflex, feeding
2disorders, and developmental delays; and
 
3    WHEREAS, Congenital Diaphragmatic Hernia survivors
4sometimes endure long-term mechanical ventilation dependency,
5skeletal malformations, supplemental oxygen dependency,
6enteral and parenteral nutrition, and hypoxic brain injury; and
 
7    WHEREAS, Congenital Diaphragmatic Hernia has a survival
8rate of 50%; and
 
9    WHEREAS, Congenital Diaphragmatic Hernia has affected over
10600,000 babies worldwide since the year 2000; and
 
11    WHEREAS, Babies born with Congenital Diaphragmatic Hernia
12endure extended hospital stays in intensive care with multiple
13surgeries; the extended hospital stays in some cases have
14exceeded one year; and
 
15    WHEREAS, Congenital Diaphragmatic Hernia is as common as
16Spina Bifida and Cystic Fibrosis; and
 
17    WHEREAS, Congenital Diaphragmatic Hernia is diagnosed in
18utero in only 75% of cases; and
 
19    WHEREAS, Congenital Diaphragmatic Hernia is treated

1through mechanical ventilation, heart and lung bypass
2(Extracorporeal Membrane Oxygenation) machines, and surgical
3repair; and
 
4    WHEREAS, Congenital Diaphragmatic Hernia surgical repair
5is often outgrown thus leading to reherniation and requiring
6additional surgery; and
 
7    WHEREAS, Congenital Diaphragmatic Hernia does not
8discriminate based on race, gender, religion, economic status,
9or lack of prenatal care; and
 
10    WHEREAS, The cause of Congenital Diaphragmatic Hernia is
11unknown; and
 
12    WHEREAS, Congenital Diaphragmatic Hernia takes more lives
13in the average year in the United States than lightening
14strikes, tornadoes, hurricanes, and floods combined; and
 
15    WHEREAS, The average hospital bill per Congenital
16Diaphragmatic Hernia patient is $500,000; and
 
17    WHEREAS, The estimated total annual economic impact of
18Congenital Diaphragmatic Hernia in the United States is in
19excess of $800,000,000; and

1    WHEREAS, Annual federal support for Congenital
2Diaphragmatic Hernia research at the National Institutes of
3Health is currently estimated at less than $5,000,000;
4therefore, be it
 
5    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
7we urge Congress to pass S.3396 to expand the funds available
8for Congenital Diaphragmatic Hernia Research; and be it further
 
9    RESOLVED, That a suitable copy of this resolution be
10presented to Governor Pat Quinn and the Illinois Congressional
11Delegation.
