HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Dr. Penelope Tippy
4for receiving the 2012 Rural Physician of Excellence Award from
5the Illinois Rural Health Association; and
 
6    WHEREAS, One of the biggest healthcare challenges across
7our nation is the shortage of physicians who practice in rural
8settings; and
 
9    WHEREAS, Dr. Tippy earned her medical degree from the
10University of Illinois School of Medicine in 1974 and completed
11her residency at Wilson Memorial Hospital in New York; and
 
12    WHEREAS, Dr. Tippy became board certified in family
13practice medicine; and
 
14    WHEREAS, Dr. Tippy returned to her hometown of West
15Frankfort to practice and eventually became the Medical
16Director at the SIU Family Practice Centers in Carbondale,
17Sesser, and West Frankfort; and
 
18    WHEREAS, In 1982, Dr. Tippy joined the faculty at the SIU
19School of Medicine; and

1    WHEREAS, In 1984, Dr. Tippy was named the director of the
2SIU Family Practice Residency Program, where she went on to
3establish a specialized rural residency program to insure that
4residents were introduced to the challenges and rewards of
5practicing with rural populations; and
 
6    WHEREAS, Dr. Tippy serves as the Medical Director for
7Physician Assistant Programs for SIU, as well as St. Louis
8University; and
 
9    WHEREAS, Dr. Tippy serves as an advisor on the SIU's Center
10for Rural Health and Social Service Development Advisory Board;
11and
 
12    WHEREAS, Dr. Tippy worked to secure funds to establish the
13SIU School of Medicine's Care-A-Van, which travels to area high
14schools to provide mobile health care to teenagers; and
 
15    WHEREAS, Dr. Tippy has made a huge impact on improving
16access to health care for rural residents in Southern Illinois
17through all the physicians and physician assistants that she
18has trained that remained in the area to practice locally;
19therefore, be it
 
20    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
21NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

1we commend Dr. Tippy for her selfless service to her community
2and for the impact she has made on the improving rural health
3over the past 30 years; and be it further
 
4    RESOLVED, That a suitable copy of this resolution be
5presented to Dr. Tippy as a symbol of our respect and esteem.
