HOUSE RESOLUTION

WHEREAS, The Central Illinois Economic Development Authority was created by Public Act 94-995 to coordinate the development of infrastructure and job-creation efforts in the central Illinois region; and

WHEREAS, The Central Illinois Economic Development Authority, by law, is responsible for supervising public efforts by the State and units of local government to develop infrastructure and create jobs within the counties of Macon, Sangamon, Menard, Logan, Christian, DeWitt, Macoupin, Montgomery, Calhoun, Greene, and Jersey; and

WHEREAS, Many of these counties are suffering from high rates of unemployment and other negative effects stemming from the worldwide economic recession; and

WHEREAS, The Central Illinois Economic Development Authority Act requires that the Board of Directors of the Central Illinois Economic Development Authority consist of 15 members including the Director of Commerce and Economic Opportunity, or a designee of that Department, 3 members appointed by the Governor, and one member appointed by the county board chairperson of each of the following counties: Macon, Sangamon, Menard, Logan, Christian, DeWitt, Macoupin, Montgomery, Calhoun, Greene, and Jersey; and

WHEREAS, Although the Central Illinois Economic Development Authority was created in 2006, the Governor has not appointed his 3 members of the Board of Directors of the Central Illinois Economic Development Authority as of November 19, 2010; and

WHEREAS, Because the Board of Directors is not fully constituted, the Central Illinois Economic Development Authority is not able to effectively help persons and entities who are being negatively affected by the economic recession; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Governor to make his appointments to the Board of Directors of the Central Illinois Economic Development Authority, so that the Authority may commence full operations and carry out the responsibilities assigned to it by law; and be it further

RESOLVED, That a copy of this resolution be presented to the Governor.
