1 HOUSE RESOLUTION

2     WHEREAS, The members of the Illinois House of
3 Representatives are pleased to congratulate Ethel Shanklin on
4 her retirement as Director of Special Education for East St.
5 Louis School District #189; and

6     WHEREAS, Ethel Shanklin is a product of the East St. Louis
7 public schools, graduating as the top female of her graduating
8 class from Lincoln Senior High school in 1971; and

9     WHEREAS, Ethel Shanklin began her career as a Special
10 Education Teacher in East St. Louis School District #189 in
11 August of 1978; she has served the East St. Louis School
12 District #189 for 35 years; and

13     WHEREAS, From 1978 to 1998 she served as a Special
14 Education Teacher in Rose Lake School, Park Annex School, and
15 East St. Louis Sr. High School; she served as a Principal at
16 Attucks Elementary School, Principal at Clark Middle School;
17 Assistant Principal at East St. Louis Sr. High School;
18 Principal at East St. Louis Sr. High School; Assistant Director
19 of Special Education and Principal of Lincoln Middle School,
20 and as Director of the Department of Special Education; and

21     WHEREAS, Ethel Shanklin has the following affiliations:

1 Quality Assurance Team with AdvancED Accreditation; Metro-East
2 Toastmasters; Phi Delta Kappa; Illinois Principal Association;
3 Council For Exceptional Children; Illinois Association of
4 School Administrators; and is a Fellow of Southern Illinois
5 University at Edwardsville; and

6     WHEREAS, Ethel Shanklin has been instrumental in her role
7 as the Director of Special Education in bringing the East St.
8 Louis School District #189 Special Education Department into
9 compliance with the Illinois State Board of Education in one
10 year; therefore, be it

11     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
12 NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13 we congratulate Ethel Shanklin on her career and wish her all
14 the best in her future endeavors; and be it further

15     RESOLVED, That a suitable copy of this resolution be
16 presented to Mrs. Ethel Shanklin as a symbol of our respect and
17 esteem.
