HOUSE RESOLUTION

 
2    WHEREAS, The General Assembly created the Police Training
3Institute (PTI) at the University of Illinois in 1955; and
 
4    WHEREAS, The PTI has trained officers in all 102 counties
5of this State; and
 
6    WHEREAS, The PTI is the largest police training academy in
7this State and has trained 65% of the officers outside of the
8City of Chicago; and
 
9    WHEREAS, The PTI has recently trained 32% of officers
10statewide and that percentage rose to 42% in 2010 as enrollment
11fell in all academies due to the recession, a testament to the
12reputation for excellence that the PTI has earned; and
 
13    WHEREAS, The General Assembly created the Illinois Law
14Enforcement Training Standards Board (ILETSB) in 1965; and
 
15    WHEREAS, By law the Director of the PTI is a member of the
16ILETSB; and
 
17    WHEREAS, The law establishing the ILETSB does not give it
18the power to override the State law creating the PTI; and

1    WHEREAS, The law establishing the ILETSB does not give it
2the authority to run an academy; and
 
3    WHEREAS, The ILETSB desires to close the PTI and use the
4funds to open a new academy under its management; and
 
5    WHEREAS, In the past the ILETSB has also "decertified" the
6Illinois State Police Academy, although it was later restored;
7therefore, be it
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
9NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
10we determine that (i) the PTI should remain open and its
11funding should not be diverted to create a new academy, (ii)
12the ILETSB should abide by the laws that created the PTI and
13the ILETSB and not create new powers for itself without
14legislative authority, and (iii) no new police training
15academies should be created until the level of enrollment and
16the condition of State finances would make this academically
17reasonable and financially feasible; and be it further
 
18    RESOLVED, That suitable copies of this resolution be
19delivered to the Director of the PTI and to the ILETSB.
