HOUSE JOINT RESOLUTION

 
2    WHEREAS, Illinois has long been at the forefront of
3crafting safe driving laws to protect drivers, passengers, and
4pedestrians; and
 
5    WHEREAS, The number of Illinois residents who live with a
6pet has risen significantly in the last 20 years; and
 
7    WHEREAS, The number of Illinois residents who drive with
8their pet in the car has also increased; and
 
9    WHEREAS, A survey by the AAA showed that 84% of pet owners
10allowed their pets to travel in the car without restraint; and
 
11    WHEREAS, Modernizing Illinois' distracted driving laws to
12reflect the travel patterns of Illinois residents with animals
13in their motor vehicles is in the State's interest in
14protecting drivers, passengers, pedestrians, and animals;
15therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
18SENATE CONCURRING HEREIN, that the Safe Driving with Pets Task
19Force is hereby created, and is charged with the duty to
20recommend legislation to the General Assembly that protects

1drivers, passengers, pedestrians, and animals without unduly
2burdening law enforcement or drivers with unnecessary
3regulation; and be it further
 
4    RESOLVED, That the Speaker of the House, the President of
5the Senate, the Minority Leader of the House, and the Minority
6Leader of the Senate may each appoint 2 members to the Task
7Force; and be it further
 
8    RESOLVED, That a representative of the Department of
9Transportation and the Illinois State Police serve on the Task
10Force, and the Secretary of State or the Secretary's designee
11shall serve as the Chair of the Task Force; and be it further
 
12    RESOLVED, That the Department of Transportation shall
13provide personnel, office space, and administrative support as
14needed to fulfill the duties of the Task Force; and be it
15further
 
16    RESOLVED, That Task Force members shall serve without
17compensation, but shall be reimbursed for their reasonable and
18necessary expenses if funds allow; and be it further
 
19    RESOLVED, That the Task Force meetings shall be held at the
20Call of the Chair; and be it further

1    RESOLVED, That at least 2 public meetings shall be held by
2the Task Force, one in Chicago and one in Springfield; and be
3it further
 
4    RESOLVED, That the Task Force shall report its
5recommendations to the Illinois General Assembly by February 1,
62013; and be it further
 
7    RESOLVED, That a suitable copy of this resolution be
8delivered to the Secretary of the Department of Transportation,
9the Director of the Illinois State Police, and the Secretary of
10State.
