SYNOPSIS AS INTRODUCED:

25 ILCS 170/4.7 new
25 ILCS 170/9	from Ch. 63, par. 179

Amends the Lobbyist Registration Act. Prohibits any elected or appointed official of a unit of local government or school district whose term of office begins on or after the effective date of the amendatory Act from being a contractual lobbyist. Authorizes such a person, however, to be an exclusive lobbyist.

A BILL FOR

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Lobbyist Registration Act is amended by adding Section 4.7 and changing Section 9 as follows:

(25 ILCS 170/4.7 new)

Sec. 4.7. Holders of local offices. No person holding any office for a unit of local government or school district, either by election or appointment under the laws of this State, and whose term to that office begins on or after the effective date of this Section may be a contractual lobbyist. However, such a person may be an exclusive lobbyist.

Sec. 9. Nothing in this Act shall be construed to infringe in any way the right of a citizen, including the holder of an elective local government office, to lawfully petition a member of the General Assembly or any other public official as guaranteed in the Constitution of the State of Illinois.
