SYNOPSIS AS INTRODUCED:
 
5 ILCS 430/5-65 new

    Amends the State Officials and Employees Ethics Act. Makes it a violation of the Act for an executive branch constitutional officer or a General Assembly member intentionally to discuss campaign fundraising with (i) those with State contract bids, offers, proposals, or responses pending with a State agency under the officer's or member's jurisdiction; (ii) applicants for State employment with the officer or member or with a State agency under the officer's or member's jurisdiction; or (iii) those with personal or financial interests in pending government activities or outcomes within the officer's or member's jurisdiction, control, or influence.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Officials and Employees Ethics Act is
5amended by adding Section 5-65 as follows:
 
6    (5 ILCS 430/5-65 new)
7    Sec. 5-65. Fundraising discussions. It is a violation of
8this Act for an officer or member intentionally to discuss
9fundraising of campaign contributions with (i) a natural person
10or entity whose submitted State contract bid, offer, proposal,
11or request-for-information response is pending with a State
12agency under the jurisdiction of the officer or member; (ii) an
13applicant for State employment with the officer or member or
14with a State agency under the jurisdiction of the officer or
15member; or (iii) a natural person or entity with a personal or
16financial interest in a pending government activity or outcome
17within the jurisdiction, control, or influence of the officer
18or member.
