SYNOPSIS AS INTRODUCED:
 
520 ILCS 5/3.1-5

    Amends the Wildlife Code. Provides that persons aged 17 and under may apply annually for an Apprentice Hunter License that shall expire on the March 31 following the date of issuance. Provides that persons aged 18 and older may apply 3 times for an Apprentice Hunter License that shall expire on the March 31 following the date of issuance. Effective immediately.

1    AN ACT concerning wildlife.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Wildlife Code is amended by changing Section
53.1-5 as follows:
 
6    (520 ILCS 5/3.1-5)
7    Sec. 3.1-5. Apprentice Hunter License Program.
8    (a) Beginning 120 days after the effective date of this
9amendatory Act of the 94th General Assembly, the Department
10shall establish an Apprentice Hunter License Program. The
11purpose of this Program shall be to extend limited hunting
12privileges, in lieu of obtaining a valid hunting license, to
13persons interested in learning about hunting sports.
14    (b) Any resident or nonresident may apply to the Department
15for an Apprentice Hunter License. Persons aged 17 and under may
16apply annually for an The Apprentice Hunter License shall be a
17one-time, non-renewable license that shall expire on the March
1831 following the date of issuance. Persons aged 18 and older
19may apply 3 times for an Apprentice Hunter License that shall
20expire on the March 31 following the date of issuance.
21    (c) For persons aged 17 and under, the Apprentice Hunter
22License shall entitle the licensee to hunt while supervised by
23a validly licensed resident or nonresident parent, guardian, or

1grandparent. For persons 18 or older, the Apprentice Hunter
2License shall entitle the licensee to hunt while supervised by
3a validly licensed resident or nonresident hunter who is 21
4years of age or older. Possession of an Apprentice Hunter
5License shall serve in lieu of a valid hunting license, but
6does not exempt the licensee from compliance with the
7requirements of this Code and any rules and regulations adopted
8pursuant to this Code.
9    (d) In order to be approved for the Apprentice Hunter
10License, the applicant must request an Apprentice Hunter
11License on a form designated and made available by the
12Department and submit a $7 fee, which shall be separate from
13and additional to any other stamp, permit, tag, or license fee
14that may be required for hunting under this Code. The
15Department shall adopt suitable administrative rules that are
16reasonable and necessary for the administration of the program,
17but shall not require any certificate of competency or other
18hunting education as a condition of the Apprentice Hunter
19License.

21    Section 99. Effective date. This Act takes effect upon
22becoming law.
