SYNOPSIS AS INTRODUCED:
 
25 ILCS 170/6.10 new

    Amends the Lobbyist Registration Act. Requires that a registrant with a client that is a State agency, a unit of local government, a school district, or any other governmental entity that receives public funds must file with the Secretary of State a semi-annual report that details the lobbying activities undertaken on behalf of each such client. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Lobbyist Registration Act is amended by
5adding Section 6.10 as follows:
 
6    (25 ILCS 170/6.10 new)
7    Sec. 6.10. Reports on governmental entity clients. In
8addition to the reports required by Section 6, each registrant
9with a client that is a State agency as defined in the Illinois
10State Auditing Act, unit of local government, school district,
11or other governmental entity that receives public funds shall
12file semi-annually with the Secretary of State a report that
13details with respect to each such client the lobbying
14activities undertaken on behalf of that client during the
15reporting period. The Secretary of State by rule shall
16establish the reporting dates, the reporting periods, the
17report form, and the required contents of the report, including
18but not limited to the client's identifying information,
19billing amounts, and the officials lobbied. As used in this
20Section, "public funds" means funds appropriated by the General
21Assembly, a unit of local government, a school district, or any
22other governmental entity that receives public funds.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
