SYNOPSIS AS INTRODUCED:

25 ILCS 170/6.10 new

Amends the Lobbyist Registration Act. Requires that a registrant with a client that is a State agency, a unit of local government, a school district, or any other governmental entity that receives public funds must file with the Secretary of State a semi-annual report that details the lobbying activities undertaken on behalf of each such client. Effective immediately.

A BILL FOR

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Lobbyist Registration Act is amended by adding Section 6.10 as follows:

(25 ILCS 170/6.10 new)

Sec. 6.10. Reports on governmental entity clients. In addition to the reports required by Section 6, each registrant with a client that is a State agency as defined in the Illinois State Auditing Act, unit of local government, school district, or other governmental entity that receives public funds shall file semi-annually with the Secretary of State a report that details with respect to each such client the lobbying activities undertaken on behalf of that client during the reporting period. The Secretary of State by rule shall establish the reporting dates, the reporting periods, the report form, and the required contents of the report, including but not limited to the client's identifying information, billing amounts, and the officials lobbied. As used in this Section, "public funds" means funds appropriated by the General Assembly, a unit of local government, a school district, or any other governmental entity that receives public funds.

Section 99. Effective date. This Act takes effect upon becoming law.
