SYNOPSIS AS INTRODUCED:
 
25 ILCS 170/3.2 new

    Amends the Lobbyist Registration Act. Authorizes a State agency, a unit of local government, a school district, or any other governmental entity that receives public funds to designate no more than 2 natural persons at the same time as legislative liaisons or lobbyists to engage in lobbying General Assembly members with respect to legislative action. Permits a person serving in an elective office to lobby without designation and in addition to the designated persons. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Lobbyist Registration Act is amended by
5adding Section 3.2 as follows:
 
6    (25 ILCS 170/3.2 new)
7    Sec. 3.2. Limit on number of liaisons and lobbyists
8designated by governmental entities. A State agency as defined
9in the Illinois State Auditing Act, unit of local government,
10school district, or other governmental entity that receives
11public funds may designate no more than 2 natural persons,
12whether employees or independent contractors, at the same time
13as liaisons or lobbyists to engage in lobbying members of the
14General Assembly with respect to legislative action. A person
15elected or appointed to an elective office may lobby on behalf
16of the State agency, unit of local government, school district,
17or other governmental entity to which the elective office
18relates without the designation authorized by this Section and
19in addition to the number of natural persons designated in
20accordance with this Section. As used in this Section, "public
21funds" means funds appropriated by the General Assembly, a unit
22of local government, a school district, or any other
23governmental entity that receives public funds.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
